Name: Eli Road at Desoto Street Intersection and Pedestrian Crossing Review <br />Date: April 22, 2021 <br />Page: 3 <br /> <br /> <br />Section 2B.9 states that stop and yield signs may be installed at the same intersection when either of the <br />following exists: <br />1. A yield sign may be installed at the second crossroad of the divided highway where the median <br />width at the intersection is 30 feet or greater. In this case a stop or yield sign may be installed at <br />the entrance to the first roadway of a divided highway and a yield sign may be installed at the <br />entrance to the second highway. <br />2. A yield sign may be installed for a channelized turn lane that is separated from the adjacent travel <br />lanes by an island, even if the adjacent lanes at the intersection are controlled by a highway traffic <br />control signal or by a stop sign. <br />Since neither of the two cases stated above apply to the intersection conditions of Eli Rd at Desoto St, the <br />existing traffic control is not compliant with MnMUTCD standards. <br /> <br />In addition to not meeting MnMUTCD standards, the existing traffic control is likely confusing for <br />drivers as it is not clear what the traffic control is for the other intersection approaches, making it <br />challenging to determine when it is safe to traverse the intersection. <br />Pedestrian Crossing Review <br />The existing pedestrian crossing located along the west leg was also analyzed. Figures 3 and 4 show the <br />existing crossing conditions along the southbound and eastbound approaches. <br /> <br />Figure 3. Existing Pedestrian Crossing – Southbound Approach <br /> <br /> <br />Figure 3 shows how the RRFB and pedestrian crossing signage is located prior to the crossing and does <br />not include a diagonal downward pointing arrow plaque to indicate where the crossing is located. Section <br />2C.50 of the MnMUTCD states, “if a post-mounted pedestrian crossing sign is placed at the location of <br />the crossing point where pedestrians might be crossing the roadway, a diagonal downward point arrow <br />plaque shall be mounted below the sign”. Due the intersection geometry and crossing location it is <br />challenging to add an arrow plaque to correctly warn drivers of where the crossing is located. Desoto St Eli Rd
