Name: Eli Road at Desoto Street Intersection and Pedestrian Crossing Review <br />Date: April 22, 2021 <br />Page: 4 <br /> <br /> <br />Figure 4. Existing Pedestrian Crossing – Eastbound Approach <br /> <br /> <br />Figure 4 shows how the RRFB and pedestrian crossing signage is approximately 15 ft east of the edge of <br />the roadway as the yield sign is posted in the ideal location for the pedestrian crossing signage. Again, the <br />there is no arrow plaque included to indicate to drivers where the crossing is located. <br /> <br />Since this crossing is adjacent to Little Canada Elementary School, Chapter 7 of the MnMUTCD, which <br />discusses traffic controls for school areas, was reviewed. Section 7B.12 of the MnMUTCD states, “if <br />used, the school crossing assembly shall be installed at the school crossings, or as close to as possible, and <br />shall consist of a school sign supplemented with a diagonal downward pointing arrow plaque to show the <br />location of the crossing. The school crossing assembly shall not be used at crossings other than those <br />adjacent to schools and those on established school pedestrian routes. The school crossing assembly shall <br />not be installed on approaches controlled by a stop or yield sign or traffic signal.” <br /> <br />Although the pedestrian warning sign is currently installed instead of the school sign with the existing <br />RRFB, the crossing is adjacent to a school and is a designated school crossing. Therefore, the guidance <br />presented in Chapter 7 of the MnMUTCD is applicable at this location and states that the school crossing <br />assembly shall not be installed on an intersection approach which is yield controlled as it is today. <br />Considerations <br />Traffic Control: <br />Since the existing traffic control at the intersection of Eli Rd and Desoto St is not compliant with <br />MnMUTCD standards, the traffic control should be revised. There are three traffic control options that <br />should be considered for the intersection. These options are listed below. <br />· Option 1: All-Way Stop <br />· Option 2: Side-Street Stop (Desoto St and School Access are stop controlled, Eli Rd is free) <br />· Option 3: Side-Street Stop (Eli Rd is stop controlled, Desoto St and School Access are free) <br /> <br />Desoto St Eli Rd 15 ft
