Name: Eli Road at Desoto Street Intersection and Pedestrian Crossing Review
Date: April 22, 2021
Page: 9

Recommendation
The existing traffic control at the intersection of Eli Rd and Desoto St is not compliant with MnMUTCD
standards and the traffic control should be revised. Option 1 (all-way stop) is the recommended traffic
control at the intersection. An all-way stop at this location would eliminate driver confusion with regards
to which approach has the right of way, improve the safety of the pedestrian crossing on the west leg, and
the application of an all-way stop at this location is consistent MnMUTCD guidance. An all-way stop
could lead to potential for drivers rolling through stop signs, however, this may be somewhat mitigated by
intersection geometry at this location. Finally, this option requires that the existing RRFB system be
removed as the eastbound approach is stop controlled.
