Name: Eli Road at Desoto Street Intersection and Pedestrian Crossing Review <br />Date: April 22, 2021 <br />Page: 8 <br /> <br /> <br />Figure 7 shows that Option 3 would require the removal of the RRFB and pedestrian crossing signage as <br />MnMUTCD states that the school crossing assembly shall not be installed on an intersection approach <br />which is stop or yield controlled. <br /> <br />Pedestrian Crossing: <br />Two options were described for the pedestrian crossing in the traffic control Options 1-3 above. Options 1 <br />and 3 require the removal of the RRFB and pedestrian crossing signage where Option 2 keeps the RRFB <br />with some modifications. <br /> <br />As listed above with Option 2 the RRFBs should be moved and placed such that they are directly next to <br />the marked crossing and the signage should be parallel to the marked crossing. The pedestrian crossing <br />sign (W11-2) should be replaced with the school sign (S1-1) as this is a school crossing. Diagonal <br />downward pointing arrow plaques are recommended and required by MnMUTCD standards to clearly <br />indicate to drivers where the pedestrian crossings are located. The signs should be double sided so that <br />drivers see both signs from either direction. <br /> <br />Another alternative for the pedestrian crossing not previously described is installing an enhanced <br />midblock crossing. The enhanced midblock crossing would be an option that could be paired with <br />Options 1 or 3. Figure 8 shows the midblock crossing improvements. This option would extend sidewalk <br />along the north side of Eli Rd to connect existing pedestrian facilities to the proposed mid-block crossing <br />location. This option would also replace the existing pedestrian crossing signage with the school assembly <br />and add diagonal downward pointing arrow plaques to clearly indicate to drivers where the pedestrian <br />crossings are located. Bump-outs or a raised crosswalk at the new crossing location could also be <br />considered to further improve the facility. <br /> <br />Figure 8.
