<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br />Brenda Malinowski, Finance Director <br /> <br />DATE: May 12, 2021 City Council Workshop <br /> <br />RE: Preliminary discussion on 2022 Levy and Budget <br /> <br />DISCUSSION: <br />The purpose of this workshop discussion is to provide an update on the current budget cycle and <br />obtain feedback from the City Council regarding the proposed 2022 budget calendar and process. <br /> <br />BACKGROUND: <br />The budget document is a planning and management tool for implementing the community's <br />vision, the City Council's strategic plan, and to ensure the ongoing provision of consistent and cost <br />effective public services. This year, staff is requesting feedback from the City Council in a <br />preliminary budget workshop to obtain feedback regarding your priorities for the 2022 budget. <br />Input from the City Council is critical so that staff understands your priorities and can build these <br />into the upcoming budget. <br /> <br />This memo is divided into four sections. The first is a list of city departments and the services each <br />department provides. The second section includes some year-to-date budgetary information for <br />2021 and projected data for 2022. The third section includes some preliminary budget needs that <br />have been identified for 2022. The final section includes a list of questions for City Council <br />members to assist with budget preparation. The workshop discussion will focus on these questions. <br /> <br />CITY SERVICES BY DEPARTMENT <br />Administration – Chris Heineman <br />The primary role of the City Administrator is to implement City Council Policy and manage the <br />organization. The City Administrator coordinates the activities and functions of all departments, <br />commissions and boards to implement City ordinances and policies through the effective use of <br />employees and efficient use of funds. The City Administrator directs the overall operations of the <br />City to assure optimum services to the community. <br /> <br />City Clerk / HR Manager – Heidi Heller <br />The City Clerk / HR Manager serves as the clerical officer and performs statutory responsibilities. <br />The City Clerk oversees election administration, records management systems, human resources, <br />and provides general administrative support to the City Council and City Council Administrator. <br />
