STAFF REPORT TO:Mayor Keis and Members of the City Council FROM:Heidi Heller, City Clerk DATE:July 14, 2021 RE:New Tattoo/Body Art License for Micropigmentation Brow Studio ACTION TO BE CONSIDERED: Approve a new Tattoo/Body Art License for the Micropigmentation Brow Studio at 15 Little Canada Road for the license period July 15, 2021 to June 30, 2022. BACKGROUND: Mang Thao is proposing to open her new micropigmentation business in the retail space at 15 Little Canada Road East. Ms. Thao currently owns a hair salon and micropigmentation business in Newport, and will be opening a second location for micropigmentation services in Little Canada. Micropigmentation is semi-permanent make-up that is applied in the same manner as a tattoo. The State of Minnesota now licenses tattoo/body art businesses, and micropigmentation businesses are required to get a state tattoo/body art license. Ms. Thao has submitted most of the required application materials and the fee for a Tattoo/Body Art city license, and is waiting on receiving her state business license. Her application meets City Code Chapter 822, Tattoo/Body Art, and a background check on Ms. Thao conducted by the Ramsey County Sheriff’s Department was satisfactory. The city license will not be issued until staff receives a copy of the state tattoo license for this business. The property at 15 Little Canada Road East is in the Thunder Bay Mall, which is currently zoned PUD, Planned Unit Development, and uses the B-3, General Business guidelines. Per the Zoning Code, micropigmentation (considered tattoo/body art) is now a permitted use in B-3 zoning districts, and simply requires a city business license. STAFF RECOMMENDATION: Staff recommends approval of a new Tattoo/Body Art License for the Micropigmentation Brow Studio, LLC at 15 Little Canada Road for the license period July 15, 2021 to June 30, 2022, subject to receiving a copy of their state tattoo license.
