Kasma, P.E., City Engineer <br />July 28, 2021 <br />Approval of Pavement Management Plan <br />ACTION TO BE CONSIDERED: <br />Motion to approve the 15-Year Pavement Management Plan and for inclusion in the City’s <br />upcoming Capital Improvement Plan. <br />BACKGROUND: <br />There are approximately 32 centerline miles of improved roadway within the City for a net asset <br />total of over $50 million dollars. To maximize the life of each roadway, timely maintenance, <br />rehabilitation, and reconstruction is vital. <br />On April 7, 2021, the City Council directed the City Engineer to prepare a 15-year Pavement <br />Management Plan to forecast the long-term needs of the roadway system. The plan has been <br />completed and the notable components are outlined below. Implementation of projects within the <br />plan will help maintain the City’s roadway network at a high level of service as streets age. <br />Pavement Management History <br />The City of Little Canada has implemented a successful pavement management program for <br />many years. The program has included a combination of crack sealing, mill and overlay, full <br />depth pavement reclamation, and full reconstruction. At the end of this summer’s construction <br />season, there will be approximately five remaining roads that require full reconstruction. The <br />past investment in the City’s roadway network provides the backbone for future maintenance and <br />rehabilitation and will allow the use of more cost-effective pavement management practices to <br />prolong the life of the pavements. <br />2021 Pavement Rating (Roadbotics) <br />A new and cost-effective pavement rating methodology was used to rate the condition of each <br />city street. All streets were driven and filmed; the footage was submitted to a third-party <br />technology firm called Roadbotics for processing. Their artificial intelligence software <br />processed, analyzed, and documented visual surface pavement distresses for each of the street <br />segments and assigned an overall rating (1.0 to 5.0) to the segment (1.0 = great condition, 5.0 = <br />very poor condition). The rating results are enclosed in the figure titled 2021 Pavement Ratings. <br />Below are example photos of various streets to help illustrate the rating system. <br />& Eric Seaburg, P.E.
