H:\LTCANADA_CI_MN\0T6124526\1_Corres\A_Meetings\2021-09-08 City Council\2021-09-08 Pioneer Park Phase 1 Master Plan Memo.docx <br />MEMORANDUM <br />TO: Little Canada Parks & Recreation Commission <br />FROM: Josh Shields, Senior Project Landscape Architect with Bolton & Menk, Inc. <br />Madeline Dahlheimer, Project Landscape Architect with Bolton & Menk, Inc. <br />DATE: 08 September 2021 <br />RE: Pioneer Park Phase 1 Master Plan <br />ACTION REQUESTED: <br />The City Council is asked to receive the final draft of the Pioneer Park Phase I Master Plan and provide <br />direction on: <br />•STEP 1: Develop construction plans for initial project features <br />•STEP 2: Identify funding strategy for desired initial project <br />•STEP 3: Determine Critical Project Timeline <br />BACKGROUND & PHASE 1 RECOMMENDATIONS: <br />Bolton & Menk will be presenting the final Pioneer Park Master Plan Phase 1 document at the upcoming <br />September 8th City Council Meeting. This document is a culmination of input gathered over the past year <br />and a half and represents desires by the community, and guidance by city staff, the Parks & Recreation <br />Commission, and City Council. The final master plan is a working document aimed at guiding ongoing <br />improvements at Pioneer Park. It will serve as a tool for Parks staff to strategically work through phased <br />implementation of identified improvements, including strategic outside funding opportunities. <br />Anticipated planning-level costs for each recommended improvement are included, along with a short <br />description of why an improvement was included and what the vision is towards measuring successful <br />implementation. Though this document does provide more detail on ‘focus projects’ it also considered <br />ongoing trail repairs and maintenance, potential programming opportunities and provides city staff with <br />the flexibility to continue revising this document as they work through improvements or the community’s <br />needs change. <br />This document assigned priorities for each of the recommended park improvements. These priorities, <br />rated 1-5, align with desires heard through community input and during the planning process. Priority 1 <br />projects represent features desired by the community which was mainly the focus of the Master Plan <br />process. They may also represent projects that need to occur prior to starting other priority needs. <br />Priority 5 projects, though still desired, either did not garner immediate need or may require more time to <br />properly plan for successful implementation. <br />It is important to note that, as a working document, these priorities establish a guideline for <br />implementation, yet not all priority 1 project need to be implemented before moving on to priority 2, 3, <br />etc… <br />Some less priority projects may require less capital, will not interfere with construction of higher <br />priority project so may be implemented more quickly. <br />A few higher priority projects may take more time to fully vet to ensure proper sequencing within <br />the park and may occur later than some of the lower priority projects.
