<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Mark Kasma, P.E., City Engineer <br /> Eric Seaburg, P.E., Project Manager <br /> <br />DATE: October 6, 2021 <br /> <br />RE: Assessment Hearing for 2021 Street Improvements <br /> <br />ACTION TO BE CONSIDERED: <br />The City Council is asked to pass a Resolution Adopting Assessments for the 2021 Street <br />Improvement No. 2021-01. <br /> <br />BACKGROUND: <br />Construction on Greenbrier Circle and Old County Road C is substantially complete. Project <br />staff is working with the contractor on final punchlist items. At the public hearing, the project <br />manager will present a power point which summarizes the improvements, properties affected, <br />project costs and assessment roll. <br /> <br />The following is a table that summarizes project costs through the various phases since the <br />original CIP was approved by the City Council: <br /> <br />Task Feasibility Report <br />(December 2020) <br />Contract Award <br />(April 2021) <br />Final Costs <br />(October 2021) <br />Final Special <br />Assessments <br />Street & Utilities $812,490 $593,730 $534,532 $186,910.23 <br />Remaining <br />Contingency $121,874 $29,686 $10,691 $0 <br />Engineering $178,453 $148,304 $147,298 $0 <br />Testing $15,000 $15,000 $14,150 $0 <br />Total $1,127,817 $786,720 $706,671 $186,910.23 <br /> <br />A copy of the “Final Project Costs Overview” and “Detailed Project Costs & Financing” <br />powerpoint presentation slides for each project area are included with this staff report as <br />Appendix A. <br /> <br />• Assessments for Old County Road C total $67,445 and represent 26% of street costs and <br />22% of project costs. <br />• Assessments for Greenbrier Circle total $119,465 and represent 40% of street costs and <br />36% of project costs.
