<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager <br /> DATE: October 13, 2021 <br /> RE: Approval of Resolution for DNR Grant for Gervais Mill Park Trail <br /> <br /> <br />ACTION TO BE CONSIDERED <br />Approve resolution supporting a grant application to the MN Department of Natural Resources. <br /> <br />BACKGROUND <br />The City of Little Canada was awarded $97,000 in grant funds from the Department of Natural Resources <br />(DNR) for the Gervais Mill Park improvements along Noel Drive, and staff is in the process of <br />completing all of the required documentations. One of the terms of the DNR Trail Grant is that the City <br />passes a resolution supporting the grant application, accepting the award, and agreeing to maintain the <br />trail for a minimum of 20 years. The resolution also must include the Fiscal Agent for the City on the <br />project, which will be Finance Director Brenda Malinowski. <br />The environmental review is still being completed by Bolton & Menk. They are waiting for responses <br />from a couple of different agencies before they can submit the completed review. The resolution can be <br />passed by the City Council prior to submitting the completed review and it has been recommended to do <br />so to keep the process moving along. The City has until 2023 to utilize the grant dollars. <br />The current schedule is outlined below: <br />- Approve resolution at the October 13 meeting <br />- Submit the environmental review this fall once responses are received from all agencies <br />- Officially enter into agreement with DNR this winter <br />- Bid the project in early 2022 <br />- Construct the trail and amenities during the 2022 construction season <br /> <br />RECOMMENDATION <br />Staff recommends approving the resolution for the Minnesota Department of Natural Resources Trail <br />Grant funds.
