<br />Within the 1/4-mile radius of the park, there are approximately 167 single-family residential homes, <br />the Provinces Apartments with 118 units, the Fleur Royale Condominiums with 117 units, and AFSA <br />Elementary. According to the 2040 Comprehensive Plan, the average household size for 2020 was <br />2.27 persons per household. Using the household average of 2.27 for the single-family and multi- <br />family units at a 1/4-mile this neighborhood park provides recreation for 912 people. AFSA <br />Elementary also has approximately 250 students which brings the approximate total to 1,162 people <br />that could be served by this neighborhood park. <br />Increasing the radius to 1/2-mile the estimated number of people that the park would serve increases to <br />2,120 excluding properties west of Rice St and east of I-35E. The 1/2-mile radius also includes the <br />North Star Manufactured Home Park and Rustic Place Apartments that have a direct trail/sidewalk <br />connection to the park. <br />The park was constructed in 2003 (paved trails, playground container, and playground equipment), and <br />also includes a half-court basketball court, a drinking fountain, and benches. The park also provides a <br />paved loop trail within the park and has a direct connection to large apartment units, single-family <br />housing, and the Jackson Street trail, which runs in front of Rondeau Park, connects to the Water <br />Works trail that is located between Country Drive and South Owasso Boulevard. The playground <br />container is approximately 7,000 square feet which in comparison is about the same size as the <br />Spooner Park playground container. <br />Rondeau park is also in a Qualified Census Tract (QCT). To qualify for a QCT there must be 50 <br />percent of the households with incomes below 60 percent of the Area Median Gross Income (AMGI) <br />or have a poverty rate of 25 percent or more. American Rescue Plan Act (ARPA) funds can be an <br />eligble use for parks, public plazas, and other outdoor recreation spaces within a QCT according to <br />FAQ 2.18 – stating that investments in improving outdoor spaces (e.g. parks) are an eligible use of <br />funds as a response to the public health emergency and/or its negative economic impacts. Since <br />Rondeau Park is within a QCT, American Rescue Plan Act (ARPA) funds would qualify for these park <br />improvements. <br />Qualified Census Tract 421.01
