The existing trail system within the park needs replacement, there are drainage issues near the
basketball court that is causing the court to crack and deteriorate, the playground is also nearing the
end of life, and there are opportunities identified in the Park Master Plan (e.g. small picnic shelter,
picnic tables, and a barbeque grill) that could be implemented in the proposed project. With these
factors in mind and a potential funding source for the project, staff is working on a project that can be
bid and quoted over the winter and ready for the 2022 construction season. The scope of the
improvements would include:
• Replacement of bituminous trails
• Create ADA accessible playground container
• Upgrade playground equipment
• Upgrade playground surfacing
• Re-grade a small area to eliminate current water issues along the east entrance
• Add draintile around the basketball court
• Add a small picnic shelter with a barbeque
• Replace benches
• Consider solar trail lighting
Estimate Improvement Costs:
Trail Repair/Maintenance $130,000
Playground Equipment and Surfacing $300,000
Picnic Shelter (Shelter, Concrete, Installation) $70,000
Lighting $15,000
Basketball Court Resurfacing $3,500
Bike Racks $1,500
Estimated Total Costs $520,000

If this project continues to move forward, staff will be working with potential playground vendors on
design and grant opportunities similar to the Spooner Park project. One of the grants has a deadline of
November 2. With the deadline quickly approaching, staff is proposing to utilize an online survey tool
and host a neighborhood meeting at the park to get feedback from not only the Parks & Recreation
Commission on playground designs, colors, additional amenities, etc, but from the neighbors and
community on what they would like to see in their next park.
SOURCE OF FUNDS
Since this park is within a Qualified Census Tract 421.01, the recommendation to consider would be
utilizing American Rescue Plan Act funds for the improvements.
RECOMMENDED ACTION
Direct staff to continue to move forward with the Rondeau Park Improvements and work on
playground equipment options and explore potential grant opportunities.
ATTACHMENTS
• Rondeau Park Description & Inventory (2018 Park System Master Plan)
• Draft Rondeau Park Upgrade Plan Sheet
