<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: October 13, 2021 <br /> <br />RE: Purchase of Toolcat Utility Vehicle and Plow Blade <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve the purchase of a Toolcat utility vehicle and plow from Tri-State Bobcat for <br />$58,704.80. <br /> <br />BACKGROUND: <br />The 2013 Toolcat is scheduled to be replaced in 2021. Maintenance and repairs on the existing <br />machine have been increasing in recent years and the Toolcats are typically on a six year <br />replacement schedule so the 2013 machine has provided two extra years of service. The <br />Toolcats in our fleet are extremely versatile pieces of equipment that are used for <br />plowing/blowing sidewalks and rinks in the winter and various different tasks in parks and <br />streets in the summer months. <br /> <br />The Toolcat is a unique piece of equipment with no real comparable piece of equipment in its <br />price range. Because it is so unique it is not on the state purchasing contract. Many cities use a <br />higher-powered piece of equipment for similar tasks but those machines cost in the range of <br />$125,000. The Toolcat has worked well for Little Canada at less than half of the price and all of <br />the attachments are interchangeable with the other Toolcats and the skid loader in the fleet. <br /> <br />Tri-State Bobcat is located in Little Canada and has been a great partner in helping us with our <br />equipment needs and maintenance. It is very convenient to bring the Toolcats to Tri-State for <br />maintenance. Tri-State has quoted a price of $56,907.40 for the Toolcat and $1,797.40 for the <br />snow plow. <br /> <br />SOURCE OF FUNDS: <br />Funds will be used from 2021 Capital Improvement Fund. $56,000 was budgeted for the <br />machine and $2000 was budgeted for the plow. The total for both pieces of equipment is <br />$58,704.80. The 2013 Toolcat will be sold on the auction site GovDeals that we have <br />successfully used for other equipment. We anticipate selling it for more than $10,000. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends approving the purchase of a Toolcat and plow from Tri-State Bobcat for a <br />total of $58,704.80. <br />
