40 <br /> <br />2. Unsolicited items of a modest or nominal value that are donated to and shared by <br />the work group; <br /> <br />3. Unsolicited advertising or promotional materials such as pens or calendars with a <br />value under $10; <br /> <br />4. Unsolicited gifts when the gift is in connection with widely attended gatherings <br />such as receptions and grand openings where other dignitaries have been invited, <br />and where the official or employee is invited in his/her official capacity and where <br />if he/she did not attend it would reflect negatively on the City. <br /> <br />D. Contributions to the City - All contributions to the City must be approved by the City <br />Administrator before acceptance. <br /> <br />This policy does not limit departments from being more restrictive if it is important to the effective <br />functioning of the department. <br /> <br />These provisions or current State Statutes, whichever are more restrictive, shall apply. <br /> <br />Multi-Department Head Status <br /> <br />No City employee shall hold "department head" status in two or more departments or organizations <br />associated with the City of Little Canada without prior approval by the City Council when that <br />organization's source of funding is derived in whole or part from City resources. In evaluating a <br />request for approval, the Council's primary consideration shall be to ensure that the city's best interests <br />are served as they deem appropriate. Continued service in dual department head status shall be subject <br />to annual review and approval by the City Council. Nothing within this policy shall assure the affected <br />employee that initial or continued approval will be granted. This handbook and this provision do not <br />apply to exempt employees hired after July 12, 1995. <br /> <br />Educational Reimbursements <br /> <br />In order to develop further skills and self-improvement, the City will provide financial assistance to all <br />regular full-time employees who continue formal study in areas of study consistent with a career path <br />in local government directly related to their present position. This includes high school and accredited <br />college diplomas. <br /> <br />1. Educational assistance will be made for tuition, registration, and laboratory fees. Costs of <br />books, supplies, mileage, or other expenses will not be included. <br /> <br />2. Tuition refund will be made upon completion of the approved course and will amount to 100% <br />for a grade of C or better. <br /> <br />a. Failure to receive a grade of C or better will nullify any payment. <br /> <br />b. Reimbursement will not be made for courses not completed or courses where
