<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Mark Kasma, P.E., City Engineer <br /> Eric Seaburg, P.E., Project Manager <br /> <br />DATE: November 17, 2021 <br /> <br />RE: Feasibility Reports and Call for Assessment Hearing for 2022 Street Improvements <br /> Yorkton Ridge, Maple Lane, and Jackson Street <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to accept feasibility report and call for a public improvement hearing for street improvements <br />on Yorkton Ridge and Maple Lane - Jackson Street. <br /> <br />BACKGROUND: <br />Yorkton Ridge, Maple Lane, and a small portion of Jackson Street north of Labore Avenue are <br />included in the City’s five-year Capital Improvement Plan. These are low-volume residential streets <br />that have aged to the point where rehabilitation is recommended. A feasibility report detailing the <br />proposed projects has been prepared. Additionally, staff is preparing a feasibility report for 2022 <br />improvements to Woodlynn Avenue and Ryan Drive; this report will be completed and presented at <br />an upcoming City Council meeting. <br /> <br />The proposed improvements to Yorkton Ridge, Maple Lane, and Jackson Street include full depth <br />reclamation with new asphalt paving, minor curb repairs, and minor/spot improvements to the <br />underground utility systems. The underground utility systems include the City’s watermain, storm <br />sewer, and sanitary sewer infrastructure. These systems have been inspected and can last another <br />pavement cycle. <br /> <br />Informational meetings for each project area were held with affected property owners in attendance. <br />There, the proposed project scope, costs, and funding sources were discussed with the opportunity for <br />property owners to comment on the project and ask questions. <br /> <br />A. Yorkton Ridge Informational Meeting <br />This meeting was held in-person with property owners on October 20, 2021. Representatives <br />from 5 households attended the informational presentation and open floor project discussion <br />with staff. Those in attendance had general project-related questions and did not voice any <br />significant concerns with the proposed project. <br /> <br />B. Maple Lane – Jackson Street Informational Meeting <br />This meeting was held in-person with property owners on October 20, 2021. Representatives <br />from 5 households attended the informational presentation and open floor project discussion <br />with staff. Those in attendance had general project-related questions and did not voice any <br />significant concerns with the proposed project.
