Storm Projects (Page 56-57) <br />$30,000 has been included for the implementation of a storm water utility. Pond cleanout has been <br />included in the 2022 storm water projects in the amount of $15,000. The City will bid this project through <br />a larger project with the Ramsey County Watershed District to realize cost savings on the project. In <br />addition, $70,000 has been included for the replacement of the eroded flared end section and section of <br />the storm water pipe at B2/Gervais Hills Drive, and $50,000 has been included for the replacement of the <br />eroded corrugated metal pipe under Labore Road at Ontario Street. <br /> <br />Water and Sewer Projects (Page 58-61) <br />The Metropolitan Council has grant funds available in 2022 for sanitary sewer projects that help eliminate <br />inflow & infiltration. To take advantage of those available funds, staff has budgeted $200,000 for slip <br />lining of sewer mains and $100,000 for sealing up manholes that have ground water leaking into them. <br />The City could see up to $100,000 of those funds reimbursed through the grant program. $20,000 has <br />been budgeted for the continued upgrading of the lift station controllers and alarm notification systems. <br />Three stations have been completed in 2021, and a fourth may still be upgraded before the end of the <br />year. <br /> <br />The large water meters were replaced starting at the end of 2010. Large meters are the first to start <br />slowing down and it is recommended that they be changed out on a schedule rather than waiting for them <br />to malfunction. $30,000 has been budgeted to start working on replacing large water meters in 2022. <br />One of the meter reading collectors will also be replaced in 2022 at a cost of around $8,500. Ramsey <br />County will be doing a pavement preservation project on Rice Street in late-summer 2022 so $80,000 has <br />been budgeted to repair gate valves in Rice Street prior to that work being completed. $32,000 has been <br />budgeted to to paint half of the City’s fire hydrants. The hydrants around the Little Canada Road and <br />County Road C area were painted in 2020 and turned out very nice so the rest of the hydrants will be <br />painted between 2022 and 2023. <br /> <br />An iPad Pro is budgeted to be purchased for $2,600 as we continue to equip the public works staff with <br />tools in the field to make their jobs easier and allow for better documentation. To that end, $20,000 has <br />been budgeted to purchase work order software that will work hand-in-hand with our GIS software to <br />allow staff to create work orders, document work completed, and record data anywhere at any time. This <br />will allow staff to greatly improve its record-keeping and track its work more accurately. <br /> <br />FUNDING SUMMARY BY FUNDS (Pages 62-73) <br />The City accounts for capital projects in six Capital Project Funds. These funds are the General Capital <br />Improvements Fund, the Fire Capital Fund, the Infrastructure Capital Improvements Fund, the Park Land <br />Acquisition Fund, the 10% Fund, and the Water/Sewer Replacement Fund. If a project that has been <br />identified in the CIP is not completed, the unspent funds stay in the Fund. In addition, the City has several <br />TIF Capital Project Funds. These TIF funds are currently budgeted on an annual basis per their respective <br />TIF Plans and Development Agreements.
