<br />CITY OF LITTLE CANADA <br />RESOLUTION NO. 2021-12-144 <br /> <br />A RESOLUTION ACCEPTING THE CORONAVIRUS LOCAL FISCAL RECOVERY <br />FUNDS ESTABLISHED UNDER THE AMERICAN RESCUE PLAN ACT <br /> <br />WHEREAS, the American Rescue Plan Act in March 2021 (ARPA) established the Coronavirus <br />State and Local Fiscal Recover Funds (SLFRF) which included $65 billion in recovery funds for <br />cities across the country; and <br /> <br />WHEREAS, approximately $1,147,573 in SLFRF funds have been allocated to the City of Little <br />Canada (“City”) based on a population formula; and <br /> <br />WHEREAS, the City received the first half distribution of Coronavirus SLFRF in the amount of <br />$573,786.39 in 2021 and will receive the second half distribution in 2022; and <br /> <br />WHEREAS, the United States Department of Treasury has adopted guidance regarding the use of <br />the funds; and <br /> <br />WHEREAS, the City understands that to be compliant with federal regulations, SLFRF-eligible <br />costs must fit into one of the following four statutory categories: <br />1. To respond to the COVID-19 public health emergency or its negative economic impacts; <br />2. To respond to workers performing essential work during the COVID-19 public health <br />emergency by providing premium pay to such eligible workers of the recipient, or by <br />providing grants to eligible employers that have eligible workers who performed <br />essential work; <br />3. For the provision of government services, to the extent of the reduction in revenue of <br />such recipient due to the COVID-19 public health emergency, relative to revenues <br />collected in the most recent full fiscal year of the recipient prior to the emergency; and <br />4. To make necessary investments in water, sewer, or broadband infrastructure; and <br /> <br />WHEREAS, the City understands that the funds may be used to cover eligible costs incurred <br />during the period that began on March 3, 2021 and ends on December 31, 2024, as long as the <br />award funds for the obligations incurred by December 31, 2024 are expended by December 31, <br />2026. <br />Acceptance <br />NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Little Canada, <br />Minnesota, that the acceptance of ARPA, Coronavirus SLFRF for the City is hereby authorized in <br />the accordance with the terms set forth. <br /> <br />Adopted by the City Council of the City of Little Canada, Ramsey County, Minnesota this 1st day <br />of December, 2021. <br /> <br />________________________________ <br />John T.
