ARPA FUNDS <br />Question or Suggestion on Use of ARPA Funds <br />ARPA <br />Eligible Reference <br />Is upgrading to 5G a possible use of the ARPA Funds?No FAQ 6.5: Projects must also be designed to serve unserved or underserved households and businesses, <br />defined as those that are not currently served by a wireline connection that <br />reliably delivers at least 25 Mbps download speed and 3 Mbps of upload speed. <br />Is it possible to send funds to NYFS (Northeast Youth and <br />Family Services)? <br />Likely FAQ 4.8: Recognizing that the pandemic exacerbated mental health and substance use disorder needs <br />in many communities, eligible public health services include mental health and other behavioral health <br />services, which are a critical component of a holistic public safety approach. This could include: <br />• Mental health services and substance use disorder services, including for individuals experiencing <br />trauma exacerbated by the pandemic, such as: <br />- Community-based mental health and substance use disorder programs that deliver evidence-based <br />psychotherapy, crisis support services, medications for opioid use disorder, and/or recovery support <br />- School-based social-emotional support and other mental health services <br />• Referrals to trauma recovery services for crime victims. <br />Is it possible to send funds to NYFS for homelessness and <br />affordable housing? <br />Likely FAQ 4.8: Recipients also may use Funds to respond to the negative economic impacts of the public <br />health emergency, including: • Assistance programs to households or populations facing negative <br />economic impacts of the public health emergency, including: 22 AS OF JULY 19, 2021 - Assistance to <br />support economic security, including for the victims of crime; - Housing assistance, including rent, <br />utilities, and relocation assistance; - Assistance with food, including Summer EBT and nutrition <br />programs; and - Employment or job training services to address negative economic or public health <br />impacts experienced due to a worker’s occupation or level of training. <br />Is it possible to use funds for storm water projects?Likely FAQ 6.14 “Stormwater projects must have a water quality benefit.” Thus, to be eligible under <br />CSFRF/CLFRF, stormwater management projects should be designed to incorporate water quality <br />benefits consistent with the goals of the Clean Water Act. https://www.epa.gov/laws- <br />regulations/summary-clean-water-act
