<br /> <br /> <br />STAFF REPORT <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br /> Heidi Heller, City Clerk/HR Manager <br /> <br />DATE: December 1, 2021 <br /> <br />RE: Set 2022 Council Meetings & Workshops <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to adopt 2022 City Council Meeting and Council Workshop Schedule. <br /> <br />BACKGROUND: <br />The City Council has traditionally met at 7:30 p.m. on the second and fourth Wednesdays of each <br />month. Exceptions occur in November and December due to holidays. For November and <br />December 2022, staff is recommending holding two regular City Council meetings in November <br />and one regular meeting in December. <br /> <br />In November 2022, the usual 4th Wednesday in November is the day before Thanksgiving, and there <br />must be a Canvassing Board meeting after the General Election held sometime between November <br />11-18. Since November 2022 has five Wednesdays, staff proposes to shift both regular meetings <br />one week later in order to hold the Canvassing Board meeting during a regular Council meeting and <br />avoid Thanksgiving week. Staff proposes to hold one December Council meeting on the usual 2nd <br />Wednesday and cancel the 4th Wednesday meeting. <br /> <br />Staff also proposes to schedule the 2022 street improvement and assessment hearings at this time. <br />These hearings will need to be held on nights separate from Council meetings in order to allow <br />sufficient time for each project area. <br /> <br />• Improvement Hearings for Woodlynn Avenue and Ryan Drive are scheduled for <br />Monday, January 10, 2022 at 5:00 p.m and 6:00 p.m.. <br /> <br />• Assessment Hearings for all 4 project areas are scheduled for Monday, October 10, <br />2022, beginning at 5:00 p.m. <br /> <br />Staff recommends the Council set the 2022 meeting schedule as proposed and hold to these dates <br />unless a quorum is not available. Staff is continuing to schedule one monthly workshop on the <br />annual meeting schedule, which will be on the first meeting date of the month. <br /> <br />STAFF RECOMMENDATION <br />Staff recommends that the 2022 City Council meetings be scheduled for the second and fourth <br />Wednesday of each month at 7:30 p.m. with the exception of November and December. The <br />regular meetings in November will be on the 3rd and 5th Wednesdays, and one meeting in December <br />will be on the second Wednesday. Staff also recommends that a regular monthly Council workshop <br />be scheduled for 6:00 p.m. corresponding with the first City Council meeting of each month, and <br />the improvement and assessment hearings.
