STAFF REPORT <br />TO:Mayor Keis and Members of City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />DATE:December 1, 2021 <br />RE:New On-Sale Liquor License-Billiards Only & New Amusement Device License <br />for Twin City Billiards, Inc. (dba TNT Billiard Products) <br />License Period December 2, 2021 through June 30, 2022 <br />ACTION TO BE CONSIDERED: <br />Approve a new On-Sale Liquor License-Billiards Only and Amusement Device License for <br />December 2, 2021 – June 30, 2022 for Twin City Billiards, Inc., dba TNT Billiards. <br />BACKGROUND: <br />The pool hall and retail products business, TNT Billiard Products, opened at 80 Little Canada <br />Road E., Suite 1, in 2017, and has been owned by Nathan Badger and Thomas Kjos. Mr. Kjos is <br />retiring soon and Mr. Badger will be taking over the business as the sole owner. He has formed <br />a new ownership corporation, Twin City Billiards, Inc., and is applying for a new On-sale Liquor <br />License-Billiards Only and an amusement device license in the new ownership name. Mr. <br />Badger has been the liquor license holder since the business opened, but the State requires a new <br />liquor license due to the ownership company name change. Their current liquor license will be <br />canceled when the new one is issued. The business name will remain TNT Billiard Products. <br />All required materials have been submitted and a satisfactory fire inspection was recently <br />completed. The Minnesota Department of Public Safety Alcohol & Gambling Enforcement <br />Division may do an inspection of the building prior to approving the liquor license. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of a new On-Sale Liquor License-Billiards Only and Amusement <br />Device License for December 2, 2021 – June 30, 2022 for Twin City Billiards, Inc., dba TNT <br />Billiard Products, at 80 Little Canada Road E. Suite 1.
