WOODLYNN AVENUE <br /> Background <br />Woodlynn Avenue is a city street that serves industrial uses. West of the railroad, it has an <br />urban section with curb and gutter. East of the railroad, it has a rural section without curb and <br />gutter. Annual average daily traffic (AADT) data for this road is unavailable but assumed to <br />be less than 1,000 vehicles per day, classifying it as a low-volume road. Refer to Figure 1 in <br />Appendix A for a depiction of the project location. <br />Woodlynn Avenue was constructed in 1977. Watermain was installed in 1986 to serve the <br />properties; portions of the street were re-paved as part of that project. Since then, the street <br />has received pavement management treatments including to prolong the life of the pavement. <br />Annual patching and utility infrastructure maintenance has also been performed on an as- <br />needed basis. <br /> Existing Conditions <br />1. Streets <br />Woodlynn Avenue is a bituminous roadway bisected by the railroad into two distinct <br />segments. The west portion of Woodlynn Avenue has a width of 26 feet from face of <br />curb to face of curb. Concrete curb & gutter on both sides of the street channel surface <br />runoff west towards Rice Street. Pavement in this half shows early signs of wear and <br />distress including some cracking and pavement oxidation. <br />The east portion of Woodlynn Avenue has a variable width averaging 30 feet from its <br />bituminous edges, with no curb & gutter. The pavement in this portion project area <br />shows significant wear and distress, as indicated by pavement oxidation, cracking, <br />raveling, and potholes. A geotechnical investigation was performed by Braun Intertec. <br />The investigation found that the existing pavement section includes 3 to 4 inches of <br />bituminous pavement and 3 to 8 <br />inches of aggregate base. <br />2. Watermain <br />The existing watermain is an 8- <br />inch diameter ductile iron pipe <br />extending east from Rice Street <br />and terminating at the street’s <br />easternmost fire hydrant. Refer to <br />Figure 2C in Appendix A for a <br />depiction of the existing utility <br />infrastructure. The watermain has <br />performed well with no known <br />deficiencies. Based upon the age, <br />type, and positive performance of <br />the watermain, the useful life of <br />the system is anticipated to <br />outlast the pavement <br />improvements described in this <br />report. <br />3. Sanitary Sewer <br />The existing sanitary sewer east of the railroad is a combination of PVC and vitrified <br />clay pipe gravity sewer and cast-iron pressurized force main that conveys wastewater <br />west across the railroad tracks to a sanitary collector line. The pressurized portion of <br />the sanitary sewer system is fed by a lift station located in series with the system. <br />Exhibit 3 – Existing Woodlynn Avenue (East)
