<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br /> <br />DATE: December 1, 2021 <br /> <br />RE: Agreement for Ramsey County Law Enforcement Services <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve 1-year Agreement for Law Enforcement Services with the Ramsey County Sheriff’s <br />Department from January 1, 2022 through December 31, 2022. <br /> <br />BACKGROUND: <br />Attached is a copy of the Agreement for Law Enforcement Services with the Ramsey County Sheriff’s <br />Department. The Agreement authorizes the Ramsey County Sheriff’s Department to provide police <br />services to the City of Little Canada for a period of one year commencing on January 1, 2022 through <br />December 31, 2022. This is a change from the previous three year contract which was in effect in <br />previous years based on direction provided by the City Council in March of 2021. The current contract <br />has been in effect from January 1, 2019 through December 31, 2021. <br /> <br />According to the Agreement, either party may terminate this Agreement at the end of a calendar year <br />and prior to the end of the Term of the Agreement by notifying the other party to this Agreement and the <br />other MUNICIPALITIES in writing of their intent to terminate the Agreement at least nine (9) calendar <br />months prior to the end of the calendar year. The format of the Agreement is the same for all participating <br />jurisdictions. Similarly, if either party intends not to renew this Agreement at the end of its Term, the <br />party must notify the other party and other MUNICIPALITIES in writing at least nine (9) calendar <br />months prior to the end of the contract Term. <br /> <br />The 2022 Contract for police services includes a 2.56% increase ($265,000) over the 2021 budget. The <br />major cost drivers include <br />• 2.5% cost of living adjustment (COLA) for personnel costs <br />• Addition of a Commander position for communications, records administration, and national <br />incident-based reporting system (NIBRS) compliance <br />• An increase in automotive repair costs. Ramsey County Public Works repair rates have increased <br />by 84% over the past six years from $50 per hour in 2016 to $92 per hour in 2022. <br /> <br />The City of Little Canada’s pro rata share for the contracted services were provided by the Ramsey <br />County Finance Department in October and have been included in the proposed 2022 budget. The total <br />pro rata share for Little Canada for 2022 will be 15.83% or $1,697,945. This equates to 41.3% of our <br />General Fund budget. The net cost for police services for the City of Little Canada after projected pass- <br />through revenues will be $1,614,182.
