The form of the contract is the same for all participating jurisdictions with the exception of a 1-year
contract term for both Falcon Heights and Little Canada. Each of these contract cities are currently
evaluating other options for contract police services. As stated previously, if either party intends not to
renew the Agreement at the end of its Term, the party must notify the other party and other
MUNICIPALITIES in writing at least nine (9) calendar months prior to the end of the contract Term.

Attached to this staff report is the 2022 Agreement for Law Enforcement Services and the 2022 Contract
Cities Final Approved Budget. In addition, please find a joint letter from each of the Contract Cities to
the Ramsey County Board of Commissioners regarding the provision of law enforcement services for
the Minnesota State Fair. As discussed in a previous workshop, the Ramsey County Board of
Commissioners did not approve the 2022 contract for law enforcement services by Ramsey County. This
decision has significant potential impacts for the remaining Contract Cities.

RECOMMENDED ACTION:
Staff recommends the following actions by the City Council:

• Motion to Approve the 2022 Agreement for Law Enforcement Services with the Ramsey County
Sheriff’s Department.

• Motion to Authorize Mayor to sign the letter to the Ramsey County Board of Commissioners
from the Contract Cities regarding Minnesota State Fair Law Enforcement Services
