TO:Mayor Keis and Members of City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />DATE:December 15, 2021 <br />RE:2022 Planning Commission Appointments <br />2022 Planning Commission Chair Appointment <br />Certificate of Appreciation for Nick Schwalbach <br />STAFF REPORT <br />The terms of office for Nick Schwalbach and Dawn Kulousek will expire on December 31, 2021. <br />At this time, there are two 3-year terms to fill. Mr. Schwalbach has served three consecutive <br />terms so he has reached the term limit for serving on a commission, and cannot be reappointed. <br />The City has received a letter requesting reappointment from Dawn Kulousek. S h e w a s a p p o i n t e d <br />i n S e p t e m b e r 2 0 1 7 t o f i l l a v a c a t e d p o s i t i o n , a n d i s j u s t c o m p l e t i n g h e r f i r s t f u l l t e r m . T w o <br />a p p l i c a t i o n s were also received from Isaac Mitchell and Granger Whitney. <br />The two new applicants were interviewed by a Planning Commission Interview Committee <br />consisting of Mayor John Keis, Council Member Christian Torkelson and C o m m u n i t y <br />D e v e l o p m e n t D i r e c t o r C o r r i n W e n d e l l . The interview committee was pleased with both <br />candidates. Isaac has been a resident of Little Canada for over five years and works for the <br />University of Minnesota. He has a background in Finance and Public Service, and is passionate <br />about civic governance, public engagement, and equity. Granger has lived in Little Canada for 12 <br />years and spent most of his career in construction management. He is interested in the aspects of <br />property development. <br />The consensus of the Interview Committee is that Dawn Kulousek should be reappointed to a 3- <br />year term, and Isaac Mitchell should be appointed to a 3-year term. <br />City Code Chapter 202, Planning Commission, calls for the Mayor to make a recommendation for <br />Planning Commission Chair. Mayor Keis will make that recommendation at Wednesday’s <br />meeting, with the Council making the actual appointment. The Commission will select their own <br />Vice Chair at their first meeting in January. <br />Certificate of Appreciation for Nick Schwalbach <br />Staff would like to thank Nick Schwalbach for his 9 years of service on the Planning Commission, <br />including the past 2 years as the chair. He was a valuable member of the Commission and always <br />participated with great input and questions.
