MINUTES <br />PARKS & RECREATION COMMISSION <br />October 3, 2019 <br />Chair Miller asked if the Commission should have a workshop to identify <br />future projects and other items that could be done in 2020. The <br />Community Services Manager explained the LCRA was looking to <br />identify projects that were outside of the City’s Capital Improvement Plan. <br />He stated one project they were considering was the replacement of the <br />rink boards at the Old Fire Hall Skating Rink. The Community Services <br />Manager noted this project was estimated to cost over $100,000. He <br />explained the Commission could have a workshop and he thought the <br />LCRA would be interested. Chu said she would like to share the priority <br />list with the LCRA and talk about projects like the Pioneer Park <br />Playground Update. The Community Services Manager explained the <br />LCRA did want to be involved in the Pioneer Park planning process, and <br />the organization was interested in contributing financially. He stated the <br />LCRA is interested in supporting any project that benefits the youth of <br />Little Canada. The Community Services Manager shared that the LCRA <br />contributes to the cost of jerseys for many programs, equipment like <br />pitching mounds, and subsidizes the overall cost of each Little Canada <br />youth sport by 25%. The Community Services Manager stated he would <br />reach out to the President of the LCRA to see if they are interested in <br />attending a workshop. <br /> <br /> <br />The Community Services Manager explained the Commission had created <br />a Priority Plan last year with projects including the Spooner Park <br />Playground, begin planning for the Pioneer Park Update, and updating the <br />Gervais Mill Park Garden/Entrance. He stated the Spooner Park <br />Playground is now complete, and the Commission was reviewing designs <br />for the Gervais Mill Park Garden. The Community Services Manager <br />stated his next goal was to send out a Request for Proposals (RFP) to <br />solicit a firm to start on the Pioneer Park Master Plan. He noted there was <br />funding in the 2020 budget to create a Master Plan for the Park. The <br />Community Services Manager stated this plan would help determine the <br />cost of the update, and how it would be funded. He explained that staff <br />would keep working on the Pioneer Park Master Plan, and Gervais Mill <br />Park Garden, but the Commission should set the 2020 priorities. The <br />Community Services Manager suggested the Pioneer Park Master Plan <br />and Gervais Mill Park Garden stay on the priority list, and the Spooner <br />Park Lower Shelter be added. He explained with increasing rentals and <br />usage it may be an appropriate project to include. The Community <br />Services Manager stated $75,000 has been set aside in the 2020 budget for <br />this project. <br /> <br />The Community Services Manager stated the City’s goal was to <br />implement a 10 year Capital Improvement Plan (CIP) to forecast large <br />expenditures, instead of the 5 years they currently project out.
