STAFF REPORT <br />TO:Parks & Recreation Commission <br />FROM:Bryce Shearen, Parks & Recreation/Community Services Manager <br />DATE:September 27, 2019 <br />RE:2020 Capital Improvements Priorities <br />ACTIONS TO BE CONSIDERED <br />The Parks & Recreation Commission is asked to set their top three Capital Improvement <br />Priorities. <br />BACKGROUND <br />The Commission set three priorities for 2019. Those priorities were: <br />1.Spooner Park Playground (Completed) <br />2.Begin Pioneer Park planning (Money budgeted for 2020 for Pioneer Park Master Plan) <br />3.Gervais Mill Park Garden/Entrance (Finalize design and cost in 2019, complete <br />construction in 2020) <br />Staff would like the Commission to set their three priorities for 2020. Enclosed are pertinent <br />sections of the 2020 budget to aid in the process. The budget sections are as follows: <br />General Capital Improvement Fund (#400) - This is a key capital Fund that addresses <br />many aspects of the City’s operations. Park maintenance is under the Public Works <br />Category. Park Development projects are listed under Parks & Recreation by the facility. <br />Special Fund (#201) - In this fund, we account for specific program revenues & <br />expenses. <br />10% Gambling fund (#450) - This money comes from the 10% city tax on the net <br />profits of charitable gaming operations conducted within the City. There are statutory <br />restrictions on the use of these funds. The one that addresses Parks & Recreation reads as <br />follows: <br />Contributions for recreational, community, and athletic facilities and activities <br />intended primarily for persons under age 21, provided that such facilities and <br />activities do not discriminate on the basis of gender, and the organization <br />complies with other statutory requirements. <br />For simplicity, the project(s) that are funded by the 10% Fund are shown on the General <br />Capital Improvement Fund (#400) spreadsheet. <br />Park Land Acquisition Fund (#456) - This money comes from Park Dedication fees <br />associated with new development typically collected at the time of payment for a <br />building permit. The City has self-imposed a limitation that this is used to help defray <br />the costs of parkland acquisitions including easements for trails. There has been some <br />discussion in the past of repurposing these funds for Park Development uses. <br />Veterans Memorial fund – There is approximately $2800 in this fund. The actual fund <br />balance will be given to the Commission in January for an annual review.
