As with all budgeting decisions, limited resources are available for allocation. In the General <br />Capital Improvement Fund, competing interests need to be prioritized to make sure we are <br />addressing the most important needs promptly. <br />2019-Programmed Projects - Review <br />Spooner Playground (Container/Equipment/Trail) - $285,000 (Priority #1) – Completed <br />Interpretive Signage - $16,725 – In Progress – Money moved to 2020 <br />Replace Skate Park Equipment - $20,000 – 2,500 in 2019 to extend the life of current <br />equipment (Donation from LCRA). $55,000 set as a placeholder in the future. <br />Gervais Mill Edgerton Entrance Landscaping - $2,000 – In Progress <br />Gervais Mill Park Garden - $51,750 (Priority #3) – Design in progress, complete project <br />in 2020 <br />Makerspace (Spooner Park) - $4,000 – Moved to 2020 <br />Batting cage building roof - $1,500 – In Progress <br />Habitat Restoration (Thunder Bay/Westwinds Park) - $25,000 – In Progress <br />Message Center at Pioneer Park - $1,000 – Moved to 2020 and increased to $1800 <br />Bike Racks - $500-750 each – In Progress <br />Sand Volleyball Court Repairs - $10,000 – Pioneer Sand Volleyball removal in progress. <br />Further discussion on building a new sand volleyball court at Spooner if needed. <br />Buckthorn Removal - $10,000 – In Progress <br />Park Maintenance & Repair - $116,000 – In Progress <br />Highlights of the 2020 project are: <br />Gervais Mill Entrance - Upgrade and enhance the Gervais Mill Park Entrance (Noel <br />Street side). The Parks & Recreation has recommended a preliminary design and staff <br />will be working on getting bids to begin the project in spring 2020. This project was one <br />of the top priorities the Commission set for 2019. At this time the budgeted amount the <br />anticipated price for the project is $51,750. <br />Spooner Park Lower Shelter – This item was identified in the Parks Master Plan as <br />needing major improvements. A new open-air shelter structure will be put up and <br />concrete patio area. The site will also see drainage improvements. The anticipated price <br />to complete the work is $75,000 <br />Message Center – New Message Center at the Pioneer Park Pavilion. This will replace <br />the one that is affixed to the building and be used as a tool to better communicate to park <br />users of events that are going on at the park and throughout the City. The anticipated <br />price for the message center and installation is $1,800. <br />Interpretive Signage – Add interpretive signage and wayfinding signage at each park <br />throughout the park system. The signs will highlight the area that park users are in and <br />give an overall view of the park system. This will give exposure to underutilized parks <br />and people new to the area of other park offerings within the City. The anticipated price <br />for design, materials, and installation is $20,000. <br />Consultant – The amount for the Consultant increased $25,000 from $10,000 to $35,000 <br />for the Pioneer Park Master Planning process and the Gervais Mill Entrance project.
