General park maintenance projects scheduled for 2020 include: <br />Trail repair and maintenance in various parks <br />New woodchips at the Rondeau, Thunder Bay, and Nadeau Park playgrounds <br />Continued work on buckthorn removal and general tree trimming primarily at Spooner <br />Park but at other parks as needed <br />Ballfield maintenance at Pioneer and Spooner <br />Continued work on habitat restoration at Thunder Bay/Westwind Park following the Xcel <br />clear cutting from 2018. <br />Potential projects funded by the LCRA in 2020: <br />New rink boards at the Old Fire Hall (OFH) rink. The anticipated price for new rink <br />boards, fencing, concrete work, and installation is $102,400. <br />Looking past 2020, some highlights of upcoming projects that were identified in the Parks <br />Master Plan are: <br />Boardwalk in Gervais Mill Park – 2024 - $75,000 <br />Boardwalk/Pier at Nadeau Wildlife Park - 2025+ - $35,000 <br />Stone Steps to Creek at Spooner Park – 2024 - $60,000 <br />Upgrade Band Shell at Spooner Park – 2024 - $100,000 <br />New Spooner Park Entrance Sign – 2023 - $20,000 <br />Spooner Lower Lot Improvements – 2023 - $80,000 <br />Pioneer Park Playground equipment (transfer from Park Land Acquisition Fund 456) – <br />2021 - $325,000 <br />Picnic shelter at Rondeau Park – 2025+ - $40,000 <br />Fitness Equipment in the Thunder Bay/Westwind Park (contingent on grant funding) – <br />2020 <br />New Skate Park equipment (potentially funded by the LCRA) – 2025+ - $55,000 <br />Increased parking area(s) at Spooner Upper Shelter – 2021 <br />It should be noted that financial considerations were not a part of the Parks Master Plan. The <br />plan is meant to guide future park decisions based on the input that was received during the <br />planning process. As projects that were identified in the Parks Master Plan are added to the CIP, <br />a plan for financing these projects needs to be developed. Staff will be working on creating a 10- <br />year CIP in 2020 to help with adding items to the CIP and making sure, they are properly funded. <br />RECOMMENDED ACTION <br />Staff recommends a motion to approve the top three 2020 Capital Improvement Project Priorities <br />as follows: <br />1.Gervais Mill Park Garden/Entrance Installation <br />2.Complete Pioneer Park Master Planning Process <br />3.Spooner Park Lower Shelter
