STAFF REPORT <br />TO:Parks & Recreation Commission <br />FROM:Bill Dircks, Public Works Director <br />DATE:September 3, 2020 <br />RE:Veterans Memorial Park Upgrades <br />ACTION REQUESTED <br />Motion to approve and recommend to the City Council the installation of polymeric sand, repair <br />of a section of pavers, and refurbishing the bubbler setup in the lower portion of the memorial <br />with $2700 of the repair coming from the Veterans Memorial Fund. <br />BACKGROUND: <br />Polymeric Sand <br />Controlling weeds growing in the sand joints of the paver sections of Veterans Memorial Park is <br />an ongoing maintenance concern that takes up staff time and can be costly if weed control spray <br />is used. An alternative to sand joints is a product called polymeric sand. Polymeric sand sets up <br />similar to concrete when it is placed, which limits weed and moss growth considerably. The one <br />drawback to placing polymeric sand at Veterans Memorial Park is the difficulty in removing it <br />when replacing pavers. In the formative years of the park, there were quite a few paver <br />purchases and staff was replacing a handful of pavers each year. Sales have slowed dramatically <br />(there have been no sales in 2020) so the prospect of adding polymeric and is much more viable. <br />Replacing a paver here and there will be manageable. Quotes were obtained from two <br />companies for the work totaling approximately $6700.00 for adding polymeric sand and <br />repairing a section of pavers that have fallen out of place. <br />Bubblers <br />The original bubbler system included five self-contained, independent systems to operate each <br />bubbler. The pumps were cheap and needed to be replaced every year, the five independent <br />electrical outlets were problematic, and water would often overtop the basins for each bubbler <br />and flood out of the limestone wall. Staff has been researching ways to install a more robust <br />system that only requires one pump and one electrical outlet. The main cost will be in forming <br />one continuous basin to serve all of the bubblers. Concrete is a possible solution but will also be <br />more expensive. Staff is still researching other possibilities such as a resin trough or a simple <br />pond liner. A grate will also be needed along with decorative rock and a faux rock to hide an <br />access hatch. The total project cost should be in the neighborhood of $5000 depending on the <br />type of basin selected. <br />In accordance with the Veterans Memorial Park Policy, all funds will be reviewed and <br />recommended approval by the Parks & Recreation Commission.
