The park was frequently used by students
from the nearby Anoka Middle School for the Arts, which
had limited recreational facilities. The park no longer
provided safe play opportunities, as hard compacted
ground and outdated playground equipment had become
a liability for the community.
Bolton & Menk strengthened support for park
improvements through community outreach and
collaborated with students from Anoka Middle School
for the Arts. We brought all stakeholders together to
determine desired improvements. During the spring
and fall, middle school students use the park for
physical education classes. The school contributed
financially to construct a looped pathway and install
an ADA-compliant playground that could be used for
their needs. This pathway and safe play structure were
recreation priorities for the larger community.
The Rudy Johnson Park Master Plan was developed so
the city could get shovels in the ground quickly and as
opportunities presented themselves. Using local resources,
the measurable walking loop was installed in 2020 and
removals occurred in the fall for 2021 construction. This
neighborhood park transformation has been quick and will
be a remarkable improvement once complete.
Square Lake Park Special Recreation
Feature Master Plan
Washington County, Minnesota
The Metropolitan Regional Parks and Trails System has
designated Square Lake Park as a Special Recreation
Feature. In order to be eligible for funding through the
Metropolitan Council, the county needed to adopt a park
master plan to guide future improvements. In addition
to gaining access to expanded funding streams, the
county needed to determine potential park expansion
opportunities, probable capital and natural improvements,
and identify programming opportunities desired
by stakeholders.
The project began in the midst of COVID-19 pandemic
lockdowns; Bolton & Menk worked with Washington
County to adjust public input processes to ensure
participant safety. The project proceeded using a virtual
input process, relying on tools like Microsoft Teams,
Mentimeter, Survey Monkey, and ArcGIS Story Maps to
conduct coordination meetings and online engagement
events. Bolton & Menk collaborated with Washington
County staff to conduct field surveys of park features
and natural resources and prepare displays showcasing
existing conditions. We prepared potential capital and
Rudy Johnson Park: 2020 removals for 2021 construction
