Pioneer Park Master Plan Phase I | City of Little Canada, Minnesota
Project Experience 8
PROJECT EXPERIENCE
Bolton & Menk can draw on a number of projects with
similar scale and scope to Pioneer Park. We have selected
the following projects to highlight experience with parks
design and master planning, a track record of park project
coordination with this team, and an understanding of the
impact that master plans have on implementation. We
will draw on this experience to benefit the City of Little
Canada. Additional project experience and references are
available upon request.
Bolton & Menk has assisted each of the communities
included in our project experience examples with
identifying desired needs, formulating a plan, and
developing a strategy to realize improvements. Each
project included public input or facilitation;
technical expertise related to critical
infrastructure, construction, or funding; and a
close relationship with city staff to prepare a plan
that met community needs and empowered staff to
successfully construct and maintain improvements
once implemented.
Josh brings experience not only as a consultant
working with park projects, but an understanding
of design to align with funding mechanisms and
successful construction. As a projects committee
board member with the Ames Foundation, he worked
to prepare grant applications, track fundraising efforts,
review construction plans, and provide guidance
and owner decision making during construction of a
privately funded $2.3 million Miracle Field and Inclusive
Playground in Ames. Though not a member of the design
team for this project, his understanding of funding,
construction, and project documentation were vital to
successfully navigate this project by the nonprofit Ames
Foundation who were charged as the financial agent and
responsible for construction on behalf of the community.
The following project profiles showcase our team's
abilities and highlight the talents of the individual team
members who will be at the disposal of Little Canada as
you work toward a master plan for Pioneer Park.
Parks and Trail Master Plan
City of Forest Lake, Minnesota
The City of Forest Lake recognized the need to assess
their existing recreational facilities and prepare a plan
that would help them meet the growing community's
needs. With an existing comfort level in Bolton & Menk
through city engineering services, the city engaged our
landscape architecture staff to assist the community with
development of a parks, trails, and open spaces master
plan. This effort identified service gaps in their current
offerings, potential park and trail improvements, funding
opportunities, and ongoing maintenance considerations.
Most importantly, it opened channels of communication
between public works and parks department staff to
create opportunities for project implementation.
Bolton & Menk worked with the community to facilitate
meetings with the public and parks commission.
Through goal identification, the design team prioritized
projects for the community's 34 parks using National
Recreation and Park Association guidelines. The final
document established a replacement plan for existing
park amenities, improvement needs, and associated
capital considerations for capital budgeting and potential
funding mechanisms that could assist in realizing master
plan recommendations. Since adoption, Bolton & Menk
has helped the city incrementally implement different
segments of the bikeway as part of annual roadway
improvements. We have also assisted with further design
development of key neighborhood parks identified in
the master plan to slowly realize improvements to their
community recreation system.
Beltz Park Improvements
City of Forest Lake, Minnesota
As one of the recommendations from the community-
wide parks master plan, Bolton & Menk assisted the city
with further design development of Beltz Park. Proposed
park improvements directly reflect outcomes of the master
plan and were vetted through additional stakeholder
engagement. The final schematic design provided clearer
implementation direction and anticipated budget needs.
Efforts also identified funding sources and provided
assistance with initial grant application development.
Proposed improvements include updates to the existing
ballfield, hockey rink, and parking lot. A new warming
house, picnic shelters, and restrooms will also be
