Pioneer Park Master Plan Phase I | City of Little Canada, Minnesota <br />Project Approach 2 <br />document prior to facilitating the Pioneer Park element <br />priorities discussion in a joint city council and Parks and <br />Recreation Commission work session on March 10, 2021. <br />Facilitating this discussion inspired our team to further <br />research both planning documents and provided insight <br />into the priorities, history, and concerns surrounding <br />specific elements at Pioneer Park. We are positioned to <br />hit the ground running to garner consensus from staff <br />and develop concepts that will allow us to conduct a <br />second round of input with the Parks and Recreation <br />Commission and community in early June. <br />Deliverables <br />• Include summary of content relevant to Pioneer Park from the <br />2018 Park System Master Plan and 2020 Engagement Report in <br />the master plan report <br />Safety and Accessibility Assessment <br />Our team will conduct a site review to identify <br />infrastructure deficiencies that may limit accessibility to the <br />park or specific park facilities. Bolton & Menk has assisted <br />several public agencies with evaluating accessibility <br />requirements related to the Americans with Disabilities <br />Act (ADA). Our transition planning process prioritizes the <br />removal of accessibility barriers with consideration to areas <br />with high pedestrian traffic, identified in public feedback, <br />linked to capital improvement projects, and exhibiting <br />poor condition. Accessibility evaluation and transition <br />planning will provide a framework to bring Pioneer Park’s <br />pedestrian circulation routes (PCR) and pedestrian access <br />routes (PAR) into compliance with the ADA. Transition <br />planning will ensure the city has the necessary tools to <br />prioritize activities for the efficient and effective removal <br />of accessibility barriers.
