Project Approach 3 <br />Pioneer Park Master Plan Phase I | City of Little Canada, Minnesota <br />We will outline improvement opportunities to correct <br />identified deficiencies that will result in universal access. <br />These items will be documented in the master plan report <br />and incorporated into recommended improvement plans. <br />Deliverables <br />• Inventory existing safety and accessibility issues to include <br />as an appendix to the master plan report <br />• Identify improvements to correct deficiencies <br />Concept Development <br />Josh Shields and Maddie Dahlheimer will facilitate a <br />design charrette with city staff at the project kickoff <br />meeting. We will use the meeting to explore design <br />opportunities based on feedback received as part of <br />the 2018 Park System Master Plan, through 2020 <br />engagement efforts, and at the joint city council/Park and <br />Recreation Commission work session in March 2021. <br />Our team will develop two initial concepts based on <br />discussion notes. These concepts will be shared with the <br />Parks and Recreation Commission at their June 3 meeting. <br />Concepts will be shared with the public through an online <br />engagement and comment process after the Parks and <br />Recreation Commission meeting, beginning June 7. <br />The results of the combined Parks and Recreation <br />Commission staff and public input comments will be <br />presented at the July 1 commission meeting. Bolton & <br />Menk will facilitate a discussion to determine the desired <br />elements of a recommended concept to prepare prior to <br />the July 14 city council workshop. <br />Community input and feedback will guide concept <br />development throughout the master planning process. By <br />building on community goals and providing opportunities <br />for city staff and guiding agencies to review progress, we <br />can ensure the recommended concept will meet agency <br />needs and be publicly endorsed. This includes providing <br />residents with the opportunity to comment on probable <br />recommendations as part of a public display at the <br />community’s Canadian Days events. <br />The master plan document will include one recommended <br />concept plan to serve as the basis for presentation to <br />Little Canada City Council for consideration of approval <br />at their August 11 meeting. This plan will refine initial <br />concepts and may include elements from both, as directed <br />by the Parks and Recreation Commission, city staff, and <br />the public. <br />Deliverables <br />• Two concept plans (plan render) <br />• One recommended concept plan (annotated plan render) <br />Public Input <br />Bolton & Menk takes pride in working with clients to <br />actively engage project stakeholders. We lead partners <br />through a well-organized process, harnessing digital and <br />in-person tools, resulting in solutions that are supported <br />by the city and community. Outreach efforts taken by the <br />city in 2020 will provide an incredible resource for the <br />design team to quickly mobilize master planning efforts <br />and concept development. Using online engagement for <br />additional feedback from the community will help to <br />maintain public safety while still providing opportunities <br />to stay engaged in the process.The meetings with the <br />Parks and Recreation Commission, as outlined in the <br />RFP, provide additional opportunity for stakeholder <br />engagement and feedback. We will work with the city to <br />identify strategies to make the best use of these meetings. <br />Online Engagement <br />Our interactive online comment mapping tool, <br />INPUTiDTM, can be customized to solicit feedback from <br />the community virtually on each of the Pioneer Park <br />concept plans. <br />Promotion of this <br />tool will be key in <br />gathering significant <br />feedback. Our team <br />will coordinate with <br />the city to advertise <br />using its website, <br />social media outlets, <br />and the Notify Me <br />application. We have <br />successfully gathered <br />feedback on other <br />projects by also <br />posting flyers at the Flyer Example, Prior Lake Lakefront Days Event
