Project Approach 3 Pioneer Park Master Plan Phase I | City of Little Canada, Minnesota We will outline improvement opportunities to correct identified deficiencies that will result in universal access. These items will be documented in the master plan report and incorporated into recommended improvement plans. Deliverables • Inventory existing safety and accessibility issues to include as an appendix to the master plan report • Identify improvements to correct deficiencies Concept Development Josh Shields and Maddie Dahlheimer will facilitate a design charrette with city staff at the project kickoff meeting. We will use the meeting to explore design opportunities based on feedback received as part of the 2018 Park System Master Plan, through 2020 engagement efforts, and at the joint city council/Park and Recreation Commission work session in March 2021. Our team will develop two initial concepts based on discussion notes. These concepts will be shared with the Parks and Recreation Commission at their June 3 meeting. Concepts will be shared with the public through an online engagement and comment process after the Parks and Recreation Commission meeting, beginning June 7. The results of the combined Parks and Recreation Commission staff and public input comments will be presented at the July 1 commission meeting. Bolton & Menk will facilitate a discussion to determine the desired elements of a recommended concept to prepare prior to the July 14 city council workshop. Community input and feedback will guide concept development throughout the master planning process. By building on community goals and providing opportunities for city staff and guiding agencies to review progress, we can ensure the recommended concept will meet agency needs and be publicly endorsed. This includes providing residents with the opportunity to comment on probable recommendations as part of a public display at the community’s Canadian Days events. The master plan document will include one recommended concept plan to serve as the basis for presentation to Little Canada City Council for consideration of approval at their August 11 meeting. This plan will refine initial concepts and may include elements from both, as directed by the Parks and Recreation Commission, city staff, and the public. Deliverables • Two concept plans (plan render) • One recommended concept plan (annotated plan render) Public Input Bolton & Menk takes pride in working with clients to actively engage project stakeholders. We lead partners through a well-organized process, harnessing digital and in-person tools, resulting in solutions that are supported by the city and community. Outreach efforts taken by the city in 2020 will provide an incredible resource for the design team to quickly mobilize master planning efforts and concept development. Using online engagement for additional feedback from the community will help to maintain public safety while still providing opportunities to stay engaged in the process.The meetings with the Parks and Recreation Commission, as outlined in the RFP, provide additional opportunity for stakeholder engagement and feedback. We will work with the city to identify strategies to make the best use of these meetings. Online Engagement Our interactive online comment mapping tool, INPUTiDTM, can be customized to solicit feedback from the community virtually on each of the Pioneer Park concept plans. Promotion of this tool will be key in gathering significant feedback. Our team will coordinate with the city to advertise using its website, social media outlets, and the Notify Me application. We have successfully gathered feedback on other projects by also posting flyers at the Flyer Example, Prior Lake Lakefront Days Event
