STAFF REPORT

TO: Parks & Recreation Commission

FROM: Bryce Shearen, CPRP, Parks & Recreation/Community Services Manager

DATE: October 7, 2021
RE: Rondeau Park Improvements

ACTION REQUESTED
For information purposes only. No action is requested.
BACKGROUND
Rondeau Park is a 3 acres Neighborhood Park located along Jackson Street north of Little
Canada Road. The park has a playground that was installed in 2003, a half-court basketball
court, a drinking fountain, benches, and a paved loop trail and connection to nearby single-
family housing and multi-family housing units. The park is also in a Qualified Census Tract
(QCT). To qualify for a QCT there must be 50 percent of the households with incomes below 60
percent of the Area Median Gross Income (AMGI) or have a poverty rate of 25 percent or more.
Since the park is a QCT there may be funds available for the park improvements.
The existing trail system within the park needs replacement, there are some drainage issues near
the basketball court, the playground is also nearing the end of life, and there are opportunities
identified in the Park Master Plan that could be implemented in the proposed project. With these
factors in mind and a potential funding source for the project, staff is working on a project that
can be bid over the winter and ready for the 2022 construction season.
If this project continues to move forward, staff will be working on a potential playground grant
similar to the Spooner Park project. One of the grants has a deadline of November 2. With the
deadline before the November Parks & Recreation Commission meeting, staff is proposing to
utilize an online survey tool to get feedback from the Commission on playground designs, colors,
etc. Additionally, staff will be working on a community engagement plan to hear what the
community and neighborhood would like to see in their next park over the next month and
possibly longer on items that are not time sensitive with a survey and a open house at the park to
get feedback.
ATTACHMENTS
• Draft Rondeau Park Upgrade Plan Sheet
