Add policies that address identified planning issues. <br />4.0 Transportation Element <br />If the demographic forecasts have been changed, amend Table 14, Forecast <br />Demographic Data by Transportation Analysis Zone. Describe how growth has been <br />allocated based on the assumptions of the land use plan. <br />Help City staff create these maps: <br />o The functional classification of roads. Describe the classifications. Start with the <br />regional system plan and add local collectors. Determine whether the extension of <br />Beam Avenue to Labore Road is feasible; it is shown by the regional plan as an A- <br />Minor Expander road. <br />o Current traffic volumes, including heavy commercial vehicles, which include both <br />Average Daily Traffic (ADT) and Heavy Commercial ADT. Use MnDOT data <br />provided by Bill Weber. Note that HCADT figures are already presented on page <br />62 of the draft plan. <br />o Forecast 2040 traffic volumes, using regional data provided by Bill Weber. <br />Add the regional freight system map provided by the Metro Council <br />Add the following information about the principal and A-Minor Arterials <br />o Future number of lanes <br />o Current traffic volumes, including heavy commercial vehicles, which include both <br />ADT and HCADT. <br />o Forecast 2040 traffic volumes, using regional data <br />o Access management guidelines from Ramsey County. <br />Analyze and address the need for local bicycle and pedestrian facility improvements to <br />provide connections over major physical barriers. Determine whether to advocate in <br />the plan for one or two bike-ped bridges over I-35. Possible locations include Demont <br />Avenue and the Water Utilities trail. <br />Determine the policy regarding sidewalks. <br />Review all policies and eliminate those that are generic, best-practice and non- <br />controversial, thus unnecessary. Add policies that address identified planning issues.
