City of Little Canada 2-15 Land Use Plan <br /> <br />Potential Local Infrastructure Impacts <br />Because Little Canada is nearly fully developed, virtually every road and utility line needed to <br />support growth already exists. Therefore, City investments to support growth will be <br />concentrated on road maintenance or reconstruction, isolated intersection improvements, <br />additional sidewalks and bicycling lanes, and isolated utility line repairs. Some of the road <br />improvements will be done in cooperation with Ramsey County. A few bus stop improvements <br />may be installed by Metro Transit in cooperation with Ramsey County. <br />Locations for public infrastructure improvements to support growth are anticipated to be: <br /> Rice Street: In cooperation with Ramsey County and the City of Roseville, prepare and <br />implement a plan for improved traffic flow, parcel access, walking, bicycling, landscaping and <br />lighting. The plan should also address private site design, landscaping, lighting, signs and <br />zoning. These improvements are anticipated to occur before 2040. <br /> Districts 2, 3, 5, 9 and 11: Short lengths of local streets may be installed by private land <br />developers in Districts 2, 3, 5, 9 and 11 as large parcels are divided for infill growth. See the <br />section below, Land Use Plan by District, for descriptions of growth opportunities and <br />locations. These improvements are anticipated to occur before 2040. <br />Ability to Service Planned Growth <br />The infrastructure of the City of Little Canada will be able to accommodate the forecast growth <br />of housing, shopping and jobs with undue expansion, expense or congestion. <br />All of the needed arterial streets exist and have unused capacity. Along Rice Street, County <br />Highway 49, turning improvements have already been made at each of the major intersections. <br />The average daily sewer outflow from the city is at only ___ percent of its allotted capacity, and <br />the additional growth before year 2040 will bring that figure to only ___ percent. <br />Coordination with the Local Wastewater Plan <br />The forecasts of population, households and employment shown in Table 2-2 have been used <br />as the basis for estimates shown in the sanitary sewer portion of the Water Resources chapter <br />of this plan. <br />Only minor extensions of public wastewater lines and private lateral lines will be needed <br />to serve the growth described in this plan before year 2040. Those lines will be installed <br />by private land investors as development occurs. <br />The wastewater element of this plan indicates that the total average daily sewage outflow <br />from the city will be approximately ____ million gallons per day, which would be <br />approximately ___ percent of the city’s allotted capacity. <br />Support for Local Share of Affordable Housing <br />The City’s share of the regional need for additional affordable housing between years 2014 and <br />2030 is 79 units. There is sufficient land allocated on the land use plan map and in the forecast <br />of households to accommodate that growth along with market -rate housing over those 16 <br />years. <br />The City has proposed a slightly higher forecast of households than did the Metropolitan
