City of Little Canada 2-17 Land Use Plan <br /> <br />increases, sale of homes within the park, eviction proceedings, defenses to eviction, prohibiting <br />retaliatory actions by owners, freedom of expression, and right of access by owners. <br />importantly, it also covers closing parks to convert the land to another use. If the land owner <br />moves to close the park, the law requires that: <br /> Residents are informed at least 12 months before the clos ing date <br /> The local government must notify each resident and hold a public information meeting in <br />which: <br />o The residents rights are explained <br />o The impact on the displaced residents is described <br />o The residents are informed that they may be eligible for payments from the Minnesota <br />Manufactured Home Relocation Trust Fund <br /> The amount of relocation payment is established in the law and administered by a neutral <br />third party; the owner’s obligation to contribute to the Trust Fund is described <br /> The residents are given a 45 day period in which their representative may offer to buy the <br />park for the amount requested from an outside buyer and deposit earnest money <br />Comprehensive Planning Recommendation <br />The recommended land use and zoning designations for these parks are: <br />Table 2-8: Land Use Plan and Zoning Designations for the Manufactured Housing Parks <br />Park Proposed Land Use Plan <br />Designation <br />Proposed Zoning <br />Designation <br />North Star <br />Estates <br />Manufactured Housing Park R-4, Manufactured Housing Park <br />3020 Estates Commercial B-3, General Business <br />Terrace <br />Heights <br />Commercial B-3, General Business and <br />R-4, Mobile Home Park <br />Terrace Heights and 3020 Estates: The planning and zoning for the two parks along Rice Street <br />would not change under this comprehensive plan. Neither currently has the protection of the <br />manufactured housing park land use plan or zoning designations. <br />North Star Estates: The planning and zoning for North Star Estates would change to <br />manufactured housing park. This affirms the City’s intention that North Star Estates should <br />remain in its present use for the foreseeable future. It also gives an added level of protection <br />against change, as a rezoning would be required to change to some other land use. <br />Nevertheless, a land use change would not be impossible. <br />As described above, relocation payments are required to be paid to residents of manufactured <br />home parks if the land is converted to another use. <br />Additional Housing Policy <br />Please refer to the Housing Plan chapter of this comprehensive plan for additional policy <br />regarding the manufactured housing parks. <br /> <br />
