Site Plan Review Chapter 917: Application Reviews <br /> Page 917-15 <br />(H) Time Limit <br />Unless a written extension request is submitted approved by the Community Development <br />Director, an approved site plan shall expire upon either: <br />(1) A new site plan for the property is submitted to and approved by the Community <br />Development Director. <br />(2) A Building Permit has not been issued within one year from the date of site plan <br />approval. <br />(I) Inspection and Enforcement <br />Prior to issuance of a certificate of occupancy for any use not exempted above, a member <br />of the Community Development Department shall conduct an inspection to determine <br />compliance with the conditions set forth on the approved site plan for the project. A <br />temporary certificate of occupancy may be issued without completion of all elements on <br />the site plan, provided written assurance is given that all improvements will be completed <br />when feasible. <br />(J) Relationship to other Applications <br />Except in those instances specified in Sub-Section (F)(2), above, Site Plan Approval is <br />required prior to issuance of a Building Permit for any proposed construction or issuance <br />of an Occupancy Permit for any proposed use. When a site plan is required in support of a <br />request for Conditional Use Permit or Variance approval, such plan shall also be subject to <br />the requirements established within this chapter. <br />(K) Appeal <br />The applicant for a Site Plan Review may appeal the decision of the Community <br />Development Director to the City Council. <br /> <br />917.070 Conditional Use Permits <br />(A) Purpose and Scope <br />(1) The Conditional Use Permit process allows the City to impose reasonable conditions <br />on uses that are not normally Permitted in a given zoning district but may be if the <br />City Council judges that the established conditions would be met. Such conditions <br />are considered necessary to ensure compatibility between the proposed land use and <br />nearby properties or for the general health, safety and welfare of the community. <br />(2) Approval of a Conditional Use at a certain location does not mean the same <br />Conditional Use can be conducted on any other parcel in that zoning district. <br />(3) Every application for a Conditional Use Permit will be individually reviewed on its <br />own merits, and the facts surrounding the subject property will determine the <br />appropriateness of the proposed use. <br />(B) Application <br />An application for a Conditional Use Permit shall conform to the Common Review <br />Procedures and Requirements and: <br />(1) The submittal materials listed for a Site Plan Review except those that may be <br />exempted by the Community Development Director; <br />(2) Any other information that may be reasonably required by the City to evaluate the
