City Council, subject to the finding that a hardship exists according to items (a), (b), and (c) <br />immediately above. <br />Within the City, applications for variances are reviewed individually based on their own findings <br />and do not constitute setting a precedent. <br />City Engineer and Public Works Director Comments: <br />The City Engineer and Public Works Director have reviewed the proposal and have provided the <br />following comments: <br />ENGINEERING COMMENTS: <br />1.City will provide Standard Detail Plates for construction <br />2.We recommend installation of surmountable concrete curb and gutter <br />3.Final plans and specifications need to be submitted for approval <br />4.Soil borings and geotechnical report is required <br />5.City needs a copy of the approved wetland delineation report <br />6.City needs a construction schedule and Statement of Estimated Quantities <br />7.Stormwater calculations are needed along with a narrative demonstrating how <br />compliance with the watershed’s standards are met. <br />8.Retaining walls over 4 feet in height will need a railing or fence adjacent to it. They will <br />also need to be designed by a structural engineer. <br />9.The erosion control plan shall include street sweeping on Labore Road after construction <br />activity. <br />10.Easements will need to be obtained over any utilities and access to sanitary sewer MH2 <br />and MH3 will need to be available at all times. <br />11.Gate valves should be included on all hydrant leads. <br />12.Permits will be required from various agencies <br />a.Department of Health-Watermain Extension <br />b.MPCA-Sanitary Sewer Extension <br />c.MPCA-NPDES General Stormwater Permit <br />d.LGU & COE-Utility Exemption for Sanitary Sewer within Wetland Area <br />Park Dedication: <br />The proposal will warrant park dedication fees as the parcel to be split is a creation of a new <br />single-family units. This park dedication fee will be assessed at the time of the Development <br />Agreement to be paid to the City. The 2021 Fee Schedule states that the park charge for <br />residential developments is $3,500 per unit. <br />Comprehensive Plan: <br />The proposal is consistent with the Comprehensive Plan. The Plan states that this R-1 Single <br />Family Residential District is to remain R-1 in the Future Land Use Map and is reserved for <br />density range of 2 to 4 units/acres, the density of this project is 2.12 units/acres with a net area of <br />7.08 acres and (15) units. <br />Public Hearing:
