MINUTES <br />PLANNING COMMISSION <br />OCTOBER 9, 2008 <br />the storage of recreational vehicles on the property when they are awaiting <br />maintenance and/or repairs, and it was felt that a Text Amendment <br />excluding recreational vehicles from the 8 foot height limitation was the <br />most appropriate way to address this situation. <br />Knudsen stated that his concern is that the recreational vehicles on the <br />property would be limited to the property owner's. The City Planner noted <br />that the Code limits outdoor storage as accessory to the principle use. <br />Therefore, a recreation vehicle could only be stored on the property if the <br />principle use was auto repair and the RV was awaiting repairs. The City <br />Planner noted that a large part of the Lillemoen business would be working <br />on his own vehicles. Knudsen stated that his concern was the parking of <br />RVs over the winter months where there is no need or intent to repair or <br />restore them. <br />Duray asked if the text amendment would apply to every I-1 business. <br />Again, the City Planner noted that the storage would have to be accessory to <br />the principle use; therefore, storage of an RV on a property operated by a <br />plumber could be problematic. The Planner felt the provision would come <br />into play for auto repair or restoration businesses. <br />Knudsen pointed out that the proposed Text Amendment exempts RVs from <br />the 8-foot height limitation for outdoor storage. The storage of the RVs <br />would still be required to be accessory to the principle use of the property. <br />The Planner replied that that is correct. <br />The Planning Commission noted that City Planner's two options in his <br />report -exempting RVs from the 8 foot limitation or exempting motorized <br />vehicles from the 8 foot limitation. It was their consensus to only exempt <br />RVs. <br />Knudsen recommended approval of the Text Amendment to the Zoning <br />Code which exempts RVs from the 8-foot height limitation for outdoor <br />storage, while maintaining that this storage must still be accessory to the <br />principle use of the property, as outlined in the City Planner's report dated <br />October 3, 2008. <br />Motion seconded by Helmeke. <br />Motion carried 7 - 0. <br />COMP The City Planner indicated that the Comp Plan information before the <br />PLAN Commission is the same information that was reviewed at the September <br />UPDATE meeting. The Planner indicated that he would have a more complete <br />document ready for review in November. The Planner indicated that he has <br />-14- <br />
