MINUTES <br />PLANNING COMMISSION <br />OCTOBER 9, 2008 <br />of the site after that time period was a good solution for both the City and <br />Mr. Frattalone. <br />Knudsen asked if conditions should be added to any extension of the IUP. <br />The City Planner stated that no conditions needed to be attached, pointing <br />out that the relevant issues ate the start and end dates. <br />Roger Stanke reported that he has spoken with all the property owners in <br />the area and are all in favor of the extension for Fra-Dor. Stanke stated that <br />he supported the extension as well, but would like to see a development <br />plan to eliminate the first building in the park, curve the road and make a <br />better redevelopment parcel. Stanke stated that there are some dust control <br />issues at times with Fra-Dor, but the property owners address them directly <br />with Frattalone and he resolves the problem. <br />It was also noted that Fra-Dor pays the City $.10 per ton as a posting fee <br />which represents the lost tax value to the City from the property not being <br />fully developed. <br />Knudsen asked if Frattalone has any objections to the City Planner's report. <br />Frattalone replied that he did not. <br />Duray recommended reissuance of the Interim Use Permit to allow <br />aggregate materials stockpiling and recycling at 3137 Country Drive, Fra- <br />Dor, subject to compliance with the recommendations of the City Planner as <br />outlined in his October 3, 2008 report. <br />Motion seconded by Hall. <br />Motion carried 7 - 0. <br />TEXT The City Planner reviewed his report dated October 3, 2008 relative <br />AMENDMENT- to a proposed Text Amendment to the Zoning Code which would <br />STORAGE OF exempt recreation vehicles fi•om the eight foot height limitation for <br />PERSONAL outdoor storage in the I-1 District. The Planner indicated that this <br />RECREATIONAL issue came up when a property owner in Ryan Industrial Park, Roger <br />EQUIPMENT Lillemoen, applied for a Conditional Use Permit for outdoor storage for his <br /> vehicle restoration business, as well as a Variance from the height limitation <br /> so that he could store his recreational vehicle on his property. The Planner <br /> noted that the Planning Commission recommended approval of the CUP for <br /> outdoor storage, but denial of the Variance as there was no hardship to <br /> justify the Variance. The Planning Commission also noted that the outdoor <br /> storage would have to be accessory to Roger Lillemoen's business, and that <br /> outdoor storage space could not be rented as a principle use. The City <br /> Council agreed with these recommendations. There was discussion about <br />-13- <br />
