MINUTES <br />CITY COUNCIL <br />OCTOBER 20, 2008 <br />improving water quality as it picks up fine materials which have the most <br />contaminants. The regenerative sweeper costs approximately $50,000 <br />more than the standard sweeper. Options are being explored relative to <br />the purchase which could include a shared sweeper with another City. <br />PRE-WETTED The Superintendent reported that staff is looking at the option of <br />SALT pre-wetted salt spreading, which requires less salt usage as well as <br />SPREADING more effective use of salt. He noted that the City has reduced its use of <br />sand on streets to lessen the amount of sediment getting into bodies of <br />water. The Superintendent reported that he is continuing to research the <br />most effective pre-wetted salt spreading options. <br />The Superintendent noted that the purchase of a street sweeper and the use <br />ofpre-wetted salt will have City-wide water quality improvement impacts. <br />Day asked if chloride levels of Savage Lake have been tested. Aichinger <br />reported that chloride levels are rising in lakes, and the impact of these <br />rising levels is not known at this time. The PCA will designate lakes that <br />are chloride impaired. Aichinger reported that Savage Lake chloride <br />levels will be monitored. <br />Blesener noted that the DNR is still listing the weir outlet level at 895.1 <br />when it is actually 895.4. Aichinger reported that he would check this out <br />and ask the DNR to make the change. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2008-IO-255 -AUTHORIZING THE CITY <br />ENGINEER TO CONDUCT A FEASIBILITY STUDY FOR RAIN <br />WATER GARDENS IN THE EAST AND WEST SAVAGE LAKE <br />DRAINAGE AREA <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Blesener suggested that the City apply for the lily pad eradication permit <br />for the open water area through the DNR as well as fund the cost of <br />herbicide. Individual property owners would be responsible for obtaining <br />permits for their individual channel areas to the open water area. There <br />were two property owners on West Savage Lake that volunteered to do the <br />herbicide application. They indicated they would work with the DNR on <br />obtaining the GPS coordinates and following the DNR eradication plan. <br />
