MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 21, 2008 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 21st day of <br />October, 2008 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Ms. Barbara Allan <br />Mr. Michael McGraw <br />Mr. Rick Montour <br />ABSENT: <br />ALSO PRESENT: <br />Council Member <br />City Clerk Ms. Kathy Glanzer <br />Mr. John Keis <br />City Administrator Mr. Joel Hanson <br />City Engineer Mr. Lee Elfering <br />IMP. NO. Mayor Blesener opened the Public Hearing to consider the assessment <br />2008-07 - for Improvement No. 2008-07, the St. Paul Water Works Storm Sewer <br />ST. PAUL Repair <br />WATER WORKS <br />TRAIL The City Engineer indicated that the project involves the replacement of <br />STORM SEWER a storm pipe that runs under the St. Paul Water Works Trail. The drainage <br />REPAIR into this pipe comes almost solely from The Provinces Apartments, and <br />the assessment roll proposes to assess this property for 100% of the repair <br />costs. <br />The City Engineer reported feasibility estimates for the project at <br />$9,300.00 and actual estimated project costs at $9,063.12. The amount to <br />be assessed is proposed at $9,063.12. <br />The City Engineer reviewed the proposed assessment roll. He also <br />reviewed assessment payment methods which include payment of the full <br />assessment to the City with no interest within 30 days of adoption of the <br />assessment roll. Property owners also have the option to have their <br />assessment certified to Ramsey County for collection with property taxes. <br />In that case, the assessment would be spread over a ten year period and <br />would accrue interest at a rate of 6.25%. <br />It was noted that the City has not received any written objections to the <br />assessment. <br />
