MINUTES <br />CITY COUNCIL <br />OCTOBER 21, 2008 <br />There was no one present wishing to comment on this matter. <br />Upon motion by Allan, seconded by Montour, the public hearing was <br />closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2008-IO-258 -ADOPTING THE ASSESSMENT <br />ROLL FOR IMPROVEMENT NO. 2008-07, ST. PAUL WATER <br />WORKS TRAIL STORM SEWER REPAIR, AS PRESENTED BY THE <br />CITY ENGINEER <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Blesener opened the Public Hearing at 6:45 p.m. to consider the <br />2008-06 - assessment for the improvement of Beam Avenue by road reconstruction <br />BEAM concrete curb and gutter, watermain, and drainage enhancements. <br />AVENUE <br />The City Engineer reported that the Beam Avenue project was coordinated <br />by the City of Maplewood. He reviewed the feasibility estimated costs as <br />well as the actual estimated costs in detail. Estimated actual costs for <br />Street are $94,710.16, with $34,076.51 of these costs to be assessed. <br />Estimated actual costs for Watermain are $40,595.43, with $27,113.39 to <br />be assessed. Estimated actual Sanitary Sewer costs are $106,271.41, with <br />none of these costs to be assessed. The City Engineer noted that given the <br />similar size of the 6 lots to be assessed, per unit assessments are proposed <br />for both the street and watermain portion of the assessments. The per unit <br />assessment for street is proposed at $5,679.42, or 36% of street costs. The <br />per unit assessment for watermain is $4,518.90, or 100% of the watermain <br />costs. The City Engineer noted that the City's cap for watermain is <br />actually $6,302.00. However, due to very favorable bids, the assessment <br />is proposed at $4,518.90 per lot. <br />The City Engineer reported that Maplewood, based on its feasibility study, <br />is assessing its benefitted property owners at very similar costs, $4,510 per <br />lot for water and $6,360 per lot for street and storm sewer. <br />The Engineer reviewed assessment payment methods which include <br />payment of the full assessment to the City with no interest within 30 days <br />of adoption of the assessment roll. Property owners also have the option <br />to have their assessment certified to Ramsey County for collection with <br />2 <br />
