MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 2008 <br />Blesener asked about parking requirements of 66 spaces. The City <br />Planner indicated that under the PUD there is room to consider the <br />demand of the particular business against the code requirement. He also <br />noted that there may be the opportunity for shared parking in this area. <br />Sparks again felt that 25 spaces would be adequate for customer parking. <br />He anticipated that a maximum of 14 cars would be necessary for <br />employee parking if all employees drove their own cars. He noted the <br />availability of public transportation to the proposed site. The City Planner <br />indicated that he will analyze whether the parking as proposed is adequate <br />to meet the demand. <br />McGraw asked about moving the western curb cut on First Bank Drive <br />further east. Sparks replied that this will be done. <br />The City Planner indicated that approval request before the Council this <br />evening is preliminary in nature given there are several details to be <br />worked out. Revised plans will be submitted along with architectural <br />detail, landscaping, etc. <br />There was no one present wishing to comment on this matter. <br />Upon motion by Allan, seconded by Keis, the public hearing was closed. <br />Montour reported that he was very pleased that the Culvers Restaurant <br />would comply with the City's Architectural Guidelines as well as will <br />provide sidewalks adjacent to their property along Rice Street. Montour <br />felt the Culvers will be a nice addition to the area. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2008-10-267 - APPROVING A PLANNED UNIT <br />DEVELOPMENT CONCEPT TO DEVELOP A FAMILY, QUICK- <br />SERVICE RESTAURANT (CULVERS) CONSISTING OF <br />APPROXIMATELY 100 SEATSAS WELL AS ADRIVE-THROUGH <br />WINDOW ON THE SOUTHEAST CORNER OF RICE STREET AND <br />MARKET PLACE DRIVE AS REQUESTED BY SWEET CREAM <br />ENTERPRISES SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER, CITY <br />ENGINEER, AND THE PLANNING COMMISSION <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />
