MINUTES CITY COUNCIL OCTOBER 22, 2008 Blesener asked about parking requirements of 66 spaces. The City Planner indicated that under the PUD there is room to consider the demand of the particular business against the code requirement. He also noted that there may be the opportunity for shared parking in this area. Sparks again felt that 25 spaces would be adequate for customer parking. He anticipated that a maximum of 14 cars would be necessary for employee parking if all employees drove their own cars. He noted the availability of public transportation to the proposed site. The City Planner indicated that he will analyze whether the parking as proposed is adequate to meet the demand. McGraw asked about moving the western curb cut on First Bank Drive further east. Sparks replied that this will be done. The City Planner indicated that approval request before the Council this evening is preliminary in nature given there are several details to be worked out. Revised plans will be submitted along with architectural detail, landscaping, etc. There was no one present wishing to comment on this matter. Upon motion by Allan, seconded by Keis, the public hearing was closed. Montour reported that he was very pleased that the Culvers Restaurant would comply with the City's Architectural Guidelines as well as will provide sidewalks adjacent to their property along Rice Street. Montour felt the Culvers will be a nice addition to the area. Mr. Montour introduced the following resolution and moved its adoption: RESOL UTION NO. 2008-10-267 - APPROVING A PLANNED UNIT DEVELOPMENT CONCEPT TO DEVELOP A FAMILY, QUICK- SERVICE RESTAURANT (CULVERS) CONSISTING OF APPROXIMATELY 100 SEATSAS WELL AS ADRIVE-THROUGH WINDOW ON THE SOUTHEAST CORNER OF RICE STREET AND MARKET PLACE DRIVE AS REQUESTED BY SWEET CREAM ENTERPRISES SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY PLANNER, CITY ENGINEER, AND THE PLANNING COMMISSION The foregoing resolution was duly seconded by McGraw. Ayes (5). Nays (0). Resolution declared adopted.
