3. There is potential for savings through "an economy of scale " by combining with other <br />city projects for the 2009 eonstructi~on season. <br />4. The City's Engineer can help ensure you are evaluating projects on an "apples to <br />apples" basis. <br />5. The City Engineer has extensive experience in building similar projects in Little Canada <br />that help in dealing with design issues associated with soil variations and project <br />oversight. <br />20. Could we do this project without the City and its Engineer? <br />A) Yes, even if the City still assisted with the financing. You could hire another engineering firm <br />and bid the project on your own. Or you could have the City Engineer finish plans and <br />specifications and bid the project on your own. Or, you could simply contact contractors for <br />pricing and trust that they will do the work necessary for a good job. <br />21. Is the City guaranteeing the project will last? <br />A) No, we cannot do that. We will tell you that our Engineer has provided you with an estimated <br />design that should work well in your area given his experience in the City. However, we cannot <br />warranty a project beyond the Conh•actor's warranty r°equired by the contract documents, same <br />as on any City Street project. Further, if you modify his recommendations, you have chosen to <br />take on some additional risk in terms of the project's life. <br />22. What is the City getting out of this? <br />A) The City receives the satisfaction of knowing ive helped to maintain quality housing within our <br />community. We will not be profiting by this pr°ocess. Our only goal is to cover our costs. As of <br />now, those costs include our engineering,fees, costs of debt issuance (factored into the interest <br />rate), capitalized interest (the tune from when debt is issued until repayments are made), and <br />some of our administrative costs capped at $S, 000 per project to cover notices, staff time, <br />hearings, legal, and publication costs. <br />23. When do we have to decide? <br />A) Statutorily, the 45-day veto period is the legal time line. However, there are some other <br />considerations to enable your associ~ati~on to be part of the Ciy's bidding of 2009 mock. The <br />first issue is a topographic survey (elevations to enable rroadway and drainage design) needs to <br />be done before snow accumulation. ('t'his will cost your association about $5, 000). The next <br />concern is the engineer needs time to complete the design and assemble plans and specifzcations <br />for bidding as part of city project documents. This takes about six weeks. The Ciy's goal is to <br />have our pr°ojects out to bid in mid February to early March. If your association wants to be <br />part of our bid process, you would need to be ready by that time line. <br />24. Do we have to bid with tl¢e City? <br />A) No, you could bid this project on your own. The advantage of bidding with the Ciry is being <br />part of a larger project that, in theory, should help get better pricing for your job. It should <br />also save costs in that you would not be paying a separate mobilization fee (the fee a contractor <br />usually builds into their pricing to deal with moving equipment to a job and set up details). If a <br />contractor is already moving into the city,for a project, most ofthal fee should be avoided, for <br />your project. <br />25.
