MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 2008 <br />for the Council seat to which Jim LaValle was elected before he passed <br />away. <br />Blesener also noted that election signs should be removed 10 days <br />following the General Election. If signs are still up, property owners <br />should contact the respective candidate or the City Center. <br />HIGHWAY 49/ Mayor Blesener announced that Ramsey County will be holding an <br />RICE STREET Open House at the Little Canada City Center on Tuesday, November 18, <br />OPEN HOUSE 2008 to provide the public an opportunity to review concept alternatives <br />and offer comments on future improvement plans along the Highway <br />49/Rice Street/Hodgson Road corridor from Roselawn Avenue to County <br />Road J. The Open House will be held from 6:00 p.m. to 8:00 p.m. <br />Another Open House is scheduled for Thursday, November 20, 2008 from <br />6:00 p.m. to 8:00 p.m. at the Shoreview Community Center. <br />CANABURY Mayor Blesener opened the Public Hearing to consider adoption of an <br />TOWNHOUSES ordinance creating a Housing Improvement Area (HIA) for the Canabury <br />HOUSING Townhouses. Blesener noted that creation of an HIA for Canabury <br />IMPROVEMENT Townhouses was not originated by the City, but at the request of the <br />AREA homeowners association to assist in the financing of road and parking lot <br /> improvements. Blesener indicated that should the ordinance be adopted, <br /> the townhouse owners have a period of 45 days within which to veto the <br /> creation of the HIA provided that they obtain signatures from 35% of the <br /> owners in opposition. <br />Allison Seaborn, Canabury Townhouses, presented the Council with a <br />petition signed by 27 of the townhome property owners, or 43%, opposing <br />the creation of the HIA. Seaborn reported that she appreciated the work <br />that city staff has done on this issues as well as the townhome HIA <br />committee. Seaborn reported, however, that many of the owners feel that <br />the project includes more work than is necessary and is more costly than <br />they can afford. Seaborn read the petition to the Council and submitted it <br />to the city Clerk. Seaborn indicated that she hoped the townhome <br />ownership could work together to develop a project compromise. <br />Leslie Phidd indicated that she was approached to discuss the project, but <br />not to sign the petition objecting to creation of the HIA. Phidd stated that <br />she was not sure what type of information was provided to people who <br />signed the petition, and wanted to make sure people were given proper <br />information. <br />2 <br />
