MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 2008 <br />Dana Allen, Chair of the CTA Advisory Committee, reported that the <br />process has been going on for several months, and information has been <br />distributed to the ownership. The owner felt that the petition to veto the <br />HIA creation fairly represented the desires of that 43%. <br />There was no one else present wishing to comment on this matter. <br />Upon motion by Allan, seconded by Keis, the public hearing was closed. <br />The City Administrator stated that in light of the petition received, there is <br />no action required of the City Council relative to the proposed ordinance. <br />The HIA process will not move forward. <br />TEXT The City Clerk reported that Noupath Massage has had some difficulty in <br />AMENDMENT- putting together the right employee mix for this business. Noupath has <br />MASSAGE found the process for massage therapist licensing to be untimely given that <br />THERAPIST they have to wait for City Council meetings to obtain approval for <br />LICENSING- massage therapist licenses. Noupath has requested a Text Amendment to <br />NOUPATH the Municipal Code that would allow the City Administrator to issue <br />MASSAGE Massage Therapist Licenses provided all Code requirements are met. The <br /> City Council would continue to review and act on Massage Therapy <br /> Business Licenses. <br />The City Council found this Text Amendment to be reasonable. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2008-11-282 -ADOPTING AN ORDINANCE <br />AMENDING CHAPTER 2202 AND CHAPTER 2203 OF THE LITTLE <br />CANADA CITY CODE, KNOWNAS THE MUNICIPAL CODE, AS <br />RELATES TO MASSAGE THERAPIST LICENSING <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CONSENT Mr. Keis inhoduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTION NO. 2008-11-283 -APPROVING THE CONSENT <br />AGENDA, WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />
