<br />▪ Staff is researching the possibility of installing electric vehicle charging <br />stations in Little Canada through a potential partnership with Xcel Energy. <br />Partnerships with private vendors on charging stations are also possible. <br /> <br />3) Maximizing our Assets to Catalyze Development <br />o Identify Resources / Asset Inventory <br />▪ The 2040 Comprehensive Plan included an outline of potential areas for <br />development or redevelopment. The Comp Plan includes Focus Areas and <br />provides a Future Land Use map that guides future development. <br />▪ Staff developed a parcel inventory of city-owned parcels for development. <br />This inventory was strategically utilized to market the Twin Lake Blvd. <br />site to housing developers resulting in a proposed 60-unit multi-family <br />housing project by Reuter-Walton. This proposed project also meets the <br />strategic direction of leveraging partnerships <br />o Redevelopment Projects – There are several redevelopment projects that staff has <br />been working on since the Strategic Plan was implemented. While none of these <br />projects have been completed, the following fall under this Strategic Direction: <br />▪ 2640 Rice Street – The former Gas-N-Go convenience store / gas station <br />was acquired by Royal Credit Union in 2020. Staff worked closely with <br />the developer on demolition, remediation, and site plan approvals for a <br />new retail bank that will replace two existing banks in St. Paul. A ground <br />breaking was held on April 20 and new structure will be complete in 2022. <br />▪ Rice Street/Demont: Several properties are being considered to be joined <br />to accommodate high density residential multi-family. <br />▪ Rice Street/South Owasso (A&W Site): This site is being considered for a <br />commercial restaurant use, site plans are being developed. <br /> <br />o Development Projects – Staff is working with multiple commercial and residential <br />developers to facilitate an unprecedented level of growth in Little Canada. If each <br />of the following proposed projects come to fruition, this will result in an increased <br />market value of $124 million by 2025. This is an increase of 9.7% over the Pay <br />2022 estimated market value of $1,274.5 Million for the City of Little Canada. <br />In addition to the added tax capacity, the current residential developments that are <br />proposed would provide an increase of 315 total units and approximately 693 new <br />residents to Little Canada over the next 2-3 years. The following have been <br />identified as current or future development sites in Little Canada: <br />▪ Poolside Expansion: The Poolside site has gained approvals for an <br />amendment to their PUD to allow an addition on the site for the business <br />to grow and expand. This will also accommodate a new parking <br />configuration and new storage areas on the site. The new addition will <br />break ground in 2022. <br />▪ South Owasso/Spruce Street: This site has a building permit that has been <br />approved for construction of a warehouse for DART Transit. This site also <br />gained approval for TIF financing in 2021. <br />▪ 3230 Spruce Street: This property has a building permit that has been <br />approved for construction of an industrial/manufacturing use for Vision
