<br />VANDERBIE STREET (PUBLIC) <br />• Preliminary alignment and profile for Vanderbie Street is acceptable <br /> <br />PEDESTRIAN FACILITIES <br />• Southern block of sidewalk on Vanderbie should be routed westward along southern <br />private roadway towards north/south trail. Current layout brings peds to a dead end. Or, <br />consider running sidewalk along north side of Allen Avenue to create loop along public <br />roadways. <br />• Provide begin-block, mid-block, and end-block private sidewalk connections to asphalt <br />trail running in the half-right of way of Desoto Street <br />• Make trail connection along west plat boundary to Allen Avenue – pedestrian ramp <br />upgrades at Desoto will be required <br />• Provide enhanced pedestrian crossing along Vanderbie Street trail crossing <br />• Include pedestrian-friendly amenities within the powerline easement to enhance this <br />segment of the linear park (benches, landscaping, etc.) <br /> <br />TRAFFIC MANAGEMENT <br />• The secondary access point on County Road D may not provide much benefit to <br />development <br />• If the secondary access remains, move it to the west play boundary and run it south so that <br />it connects with the private streets south of the power line easement <br />• The secondary access is of course contingent on Ramsey County review and approval <br />• Traffic study performed by WSB indicates side-street stop control at the Vanderbie/County <br />Road D intersection. <br />• South access point at Allen appears to warrant side-street stop control. <br />• Ramsey County will continue to review proposal for traffic and access points. <br /> <br />Comprehensive Plan: <br />The proposal is consistent with the Comprehensive Plan. The Plan states that the R-2 Medium <br />Density Residential District is reserved for a density range of 4 to 10 units/acres, the density of <br />this project is 9 units/acres with a gross area of 19.7 acres and (178) units. <br /> <br />Comprehensive Plan Goals: <br />When reviewing Comprehensive Plan Amendments, reviewing goals that support the change in <br />the Plan is part of the process. Below are the goals from the city’s 2040 Comprehensive Plan that <br />support the requested amendment: <br /> <br />Chapter 1: Introduction <br />• City’s vision detailed as an ‘Age-Friendly Community’ – where the land use plan <br />allows for the expansion of housing options. <br />Chapter 2: Land Use <br />• Population forecasts project the addition of up to 300 more residents over the next <br />10-15 years as the city is fully built out with the addition of nearly 250 more <br />households.
